NAACP settles lawsuit with Missouri attorney general over vehicle stops report

Matthew Sanders

JEFFERSON CITY, Mo. (KMIZ)

The Missouri Attorney General’s Office has agreed to resume publishing the “disparity index” with its annual vehicle stops report after reaching a settlement with the state NAACP.

The NAACP sued the attorney general’s office in May, alleging the office broke the law by not publishing the index in the yearly reports. The disparity index is a measure of how much drivers of a particular race or ethnicity are stopped compared to their white counterparts.

Nimrod Chapel, president of the Jefferson City NAACP, said Monday that the attorney general’s office agreed to start publishing the index again, including adding it to the 2023 and 2024 reports.

The Missouri Attorney General’s Office is required by law to publish the vehicle stops report each year by June 1. The office stopped publishing the disparity index in the 2023 report under then-Attorney General Andrew Bailey, saying it was of “limited analytical value.”

Chapel said that dealing with new Attorney General Catherine Hanaway, a former state House speaker, is a “breath of fresh air.”

“It’s important to know that there’s integrity in that office, and I believe that to be the case,” Chapel said of Hanaway’s leadership.

Chapel said the NAACP’s lawsuit against the University of Missouri, alleging open records violations related to the vehicle stops report, is ongoing.

No snow, less sales, Idaho Falls outdoor shop feels the pinch of light winter

Ariel Jensen

IDAHO FALLS, Idaho (KIFI) – This has been an unusual Idaho winter, and many local shops depend on snow to keep business going.

Local News 8 reached out to the owners of Idaho Mountain Trading in Idaho Falls, who tell us they are feeling the impact of this light winter. The shop sells snow skis, snowboards and sports gear, and when the weather isn’t cooperating with the season, it has an impact on sales. While sales may be slowing, store owners remain optimistic.

“It’s tough because no doubt about it, we are first to know that if there’s no snow in the valley, it’s difficult to think, ‘Hey, I need a new parka or I need new gloves.’ But when we get up to the resorts, which finally Targee is getting some snow, we had the unfortunate event where Kelley’s opened and had to close. Hopefully, it will drop in temperature and will get them back open. And, you know, we can get off to a good season.”

Due to the lack of snow, customers will find some pricing drops on snow gear.

Kelley Canyon did open on Monday, according to their Facebook page.

Howard County man charged with carjacking, armed robbery

Matthew Sanders

COLUMBIA, Mo. (KMIZ)

A Howard County man was charged Sunday in Cooper County with carjacking, armed robbery and other felonies for allegedly taking a vehicle at gunpoint Saturday.

The victim reported the carjacking to police at about 6:15 p.m. Saturday on Main Street in Boonville, according to a probable cause statement. Officers later arrested Carl Landrum III, 34, and prosecutors charged him with first-degree robbery, three counts of armed criminal action, carjacking, attempted first-degree assault and illegal gun possession.

A witness told investigators that he was stopped at Main and Morgan streets and saw the car, a black Nissan, rocking back and forth before one person got out and ran, and another person fired shots from inside the vehicle, the statement says.

The witness allegedly told officers that he then saw a man exit the passenger side of the car, get in the driver’s seat, and drive off.

Howard County deputies were soon sent to a home in New Franklin, where Landrum told them someone was trying to kill him, according to the statement. Deputies found the stolen car nearby on Highway 5, and a dog tracked Landrum’s scent from the vehicle to the home in New Franklin, the statement says.

The victim identified Landrum from a photo lineup, authorities say. Landrum allegedly claimed to be the victim during interrogation.

Police did a gunpowder test on Landrum’s hands and clothes, but have not found a gun, court documents state.

An initial hearing is set for Tuesday. Landrum remained in the jail on Sunday without bond.

Rancho Mirage approves Ritz-Carlton adjacent development despite resident concerns

Luis Avila

RANCHO MIRAGE, Calif. (KESQ) – A controversial residential development planned next to the Ritz-Carlton in Rancho Mirage has been approved by the city council, despite concerns from residents who fear the project could have lasting impacts to their community.

The development, located in the foothills above Rancho Mirage, will include more than 100 residential units, event space, additional amenities, and an underground parking structure. City leaders approved the project following public discussion that highlighted a divide among residents.

Some community members voiced worries about increased traffic during construction and once the project is completed.

“There will be more traffic that’s for sure, which means we have to be careful driving up and down. There’s so many people who don’t live here who like to walk up and down this road already. I would see that more of an impact.”

Kristi Richardson, Rancho Mirage Resident

While Richardson acknowledges the inconvenience the project may cause, she says development is inevitable in a growing city.

Other residents raised concerns about environmental preservation and the expansion of the project footprint into land previously designated as mountain reserve.

“You don’t destroy that habitat. You have responsible development that maintains the integrity of the environment also the wildlife.”

Michael Harrington, Rancho Mirage Resident

Harrington has started a petition to raise awareness about what he believes could be irreversible damage to wildlife habitats. He says public response to the petition has been largely supportive as awareness grows.

Supporters of the project argue the development will bring economic benefits to the city.

News Channel 3 reached out to the City of Rancho Mirage for comment multiple times, including prior discussions with the city’s Director of Marketing and sharing questions in advance. However, the city ultimately said no one was available to comment.

Despite differing opinions, some residents believe the community will eventually adapt, though they hope city officials remain mindful of their responsibility.

The project will now move forward to the permitting and construction phases
