Homeowner responds after allegation of punching firefighter

Curtis Jackson

UPDATE:

SWAN VALLEY, Idaho (KIFI) – The owner of a mobile home in Swan Valley that went up in flames yesterday is speaking out today. Dwayne Christiansen says he and his son did enter the side of two connected mobile homes that was not on fire because they were trying to retrieve items that could be saved.

After the items were out, Christiansen says he used a ladder to climb on the roof with some tools to separate the materials connecting the two mobile homes. Christensen claims foam or water from the fire hoses caused him to fall off the roof.

Fire Chief Travis Crystal says at that point, an altercation ensued, and Christiansen punched one of the firefighters in the face.

Christensen says he doesn’t recall punching anyone but may have fallen on someone.

Fire Chief Crystal told Local News 8 that Christiansen was warned to stay away from the burning mobile home, but he refused.

“They said, you can’t go in there. And said heck I can’t, I said, I’m gonna go save some stuff,” said Christiansen. “And I grabbed my bear head, my lion rug – ha, to me that’s irreplaceable, you know – and a computer, and threw some suitcases out. Tracen, my kid, and another guy who was with him, helped carry them out. They [Tracen and friend] got a bunch of guns out, and all I think they said 57 guns. They’re collectors. And they took them and pulled all those out. And then we called it good, cause you know, pretty much good because they got what they pretty much wanted out of there, I guess.”

According to the Swan Valley Fire Department, they were called to a trailer house fire on Monday afternoon, where they found flames coming from a bedroom window.

The fire started around 12:50 p.m. at 3481 Swan Valley Highway. Firefighters quickly arrived. But as they started fighting the fire, the homeowners tried to go back into the burning trailer to recover items. Firefighters had to physically stop them.

Crystal said the homeowners attempted to re-enter the buildings several times after being told to stay back for their own safety.

Fire Chief Travis Crystal said two mobile homes were joined together. Crystal said at one point, one of the homeowners climbed a ladder and was on the roof with an ax, trying to keep the fire from spreading to the attached house. Firefighters were attempting to spray water on the buildings at the time. There are conflicting reports on whether or not the man was knocked off the building or if he jumped.

When he was on the ground, he was restrained by firefighters. Chief Chrystal says that during that altercation, one of the firefighters was punched in the face. The firefighter was treated on the scene and released. The homeowner who was on the house is being treated at a local hospital for injuries he sustained in the fall.

Bonneville County officers are contacting all parties, including eyewitnesses, to determine what happened.

After their investigation is complete, they will talk with the prosecuting attorney to determine if any charges will be filed.

“In all of my 26 years as a firefighter, I’ve never had someone try to impede firefighting efforts like this by causing a physical disturbance and assaulting a firefighter,” Travis Crystal, Swan Valley Fire Chief, said.

The fire caused $100,000 damage to the structure and another $30,000 for the contents.

Felon dies in custody, circumstances under investigation

City News Service

BANNING, Calif. (KESQ) – A 46-year-old felon awaiting trial on arson and other charges died in his jail cell in Banning today, but authorities said there was no indication of foul play.

Quadir Rafi Boykin of Menifee was discovered by correctional deputies unconscious in his cell at the Smith Correctional Facility shortly before 1 a.m. Monday, according to the Riverside County Sheriff’s Department.

The agency said on-site medical personnel were summoned and initiated “life-saving measures,” which county fire paramedics took over when they reached the location a short time later. However, the detainee was pronounced dead at the scene.

Corrections Central Investigations Bureau and Coroner’s Office staff were assigned to conduct a probe into the fatality.

“There were no signs of foul play at the scene,” according to a sheriff’s statement. “Boykin’s family has been notified of his death.”

No other details were provided regarding possible circumstances associated with the fatality.

Court records showed Boykin was arrested by Riverside Police Department detectives in June following an arson investigation, which culminated in the defendant being charged with arson of property and a sentence-enhancing allegation of perpetrating an act with an incendiary device in an area under a state of emergency from a past event. Specific details were unavailable.

Boykin was a prior-strike felon who had served time in state prison, according to documents.

The sheriff’s department has been sued in state and federal court over alleged civil rights violations, failure to disclose data and related deficiencies tied to in-custody deaths. The agency is among the most targeted in civil actions among more than three dozen county agencies.

Sheriff Chad Bianco has defended his deputies’ handling of correctional operations and has repeatedly pointed to the smuggling of dangerous illicit drugs — often fentanyl — into the jail system through extraordinary means as the principal reason for deaths in detention facilities countywide.

Fulton sex offender accused of child sex crimes dating back to 1980s

Ryan Shiner

COLUMBIA, Mo. (KMIZ)

A convicted sex offender has been charged with multiple child sex crimes in Callaway County, with one alleged incident dating back to 1989, according to court documents.

Roy Barham, 51, of Fulton, was charged last week in Callaway County with second-degree child molestation, statutory sodomy, first-degree statutory sodomy and first-degree sexual abuse. He is being held at the Callaway County Jail without bond.

A hearing was held on Monday and a counsel status hearing was scheduled for 8:30 a.m. Thursday, Jan. 8, 2026.

The probable cause statement says a toddler-aged victim was sexually abused by Barham in their sleep on Oct. 10 while they were in Barham’s care. During an interview, the victim allegedly told authorities that they had been repeatedly abused, court documents say.

A deputy wrote in court documents that they reached back out to another victim who had accused Barham of sexual abuse during the summer of 2017 near Auxvasse. Court documents say a 2021 report was made, but charges were not filed because the victim did not participate in a forensic interview, the statement says. The victim gave another statement after law enforcement reached out recently about the abuse, the statement says.

Court documents also state another young victim was abused by Barham between Aug. 1, 2012-June 1, 2013, while they were in Barham’s care. That victim’s 2025 statement was similar to a previous one made eight years ago, the deputy wrote. That instance of abuse had similar details to the previous two victims described in court documents.

Another person described as a victim told law enforcement about assaults that allegedly occurred between July 21-Dec. 31, 1989. The victim was also toddler-aged and described similar instances of abuse as victims previously interviewed by law enforcement, court documents show.

Barham allegedly admitted to having one of his hands in the most-recent victim’s private area, but denied abusing them, the statement says.

The Missouri Sex Offender Registry shows Barham has convictions from 1992 for sodomy and first-degree sexual abuse in Callaway County.

State auditor warns Missouri’s budget surplus rapidly shrinking

Matthew Sanders

JEFFERSON CITY, Mo. (KMIZ)

The state auditor said in a report Monday that Missouri’s budget surplus could be depleted within a couple of years if changes aren’t made quickly.

Missouri State Auditor Scott Fitzpatrick reported in an analysis of the state’s general revenue fund that a $6 billion deficit in fiscal 2023 will be gone by fiscal 2028 on the current trajectory.

“I applaud lawmakers for making decisions that caused the General Revenue Fund balance to soar to unprecedented levels, but state spending has also increased to an unsustainable level that will rapidly deplete the balance in the fund very soon if it is not brought under control,” Fitzpatrick said in a news release accompanying the report.

A large chunk of the budget surplus came from one-time federal funds awarded during the COVID-19 pandemic. Lawmakers voted to spend $960 million of the surplus in fiscal 2024 and $480 million in fiscal 2025, leaving the surplus at $4.3 billion this summer, Fitzpatrick reported. He predicts deficit spending of more than $2 billion this fiscal year if changes aren’t made.

Meanwhile, tax cuts at the federal and state levels will continue to reduce general revenue, Fitzpatrick says. He included those changes in his projections, he wrote.

Missouri House Budget Chair Dirk Deaton (R-Seneca) said in a news release that he agrees with Fitzpatrick’s findings.

“His analysis confirms what I have said both in private and public comments over the past year about the long-term condition of the state budget,” Deaton said. “Specifically, the concern about a structural deficit created when ongoing General Revenue spending exceeds what the state collects within a given fiscal year.”

Lawmakers will return to the Capitol next month to start the legislative session. Gov. Mike Kehoe is expected to lay out his budget plan, including the phasing out of income tax, in his Jan. 13 State of the State speech.

CHP preps for New Year’s enforcement campaign

City News Service

RIVERSIDE, Calif. (KESQ) – California Highway Patrol officers will ramp up operations again beginning Wednesday night to crack down on drunken and drug-impaired motorists throughout the Inland Empire and statewide as part of a New Year’s anti-DUI campaign.

The CHP will initiate its New Year’s “Holiday Enforcement Period” at 6 p.m. Wednesday, when all available officers will deploy to catch impaired motorists, speeders and other traffic violators. The campaign, which replicates a 30-hour HEP that occurred during Christmas, will continue until late Thursday night.

“We’re entering a New Year, but our message stays the same: Driving under the influence increases the risks on our roads, raises the chance of a crash and puts lives in danger,” CHP Commissioner Sean Duryee said. “We encourage everyone to do their part in keeping our roads safe by making responsible choices behind the wheel.”

Officers from the Riverside, Blythe, Indio, San Gorgonio Pass and Temecula CHP stations will be on Inland Empire freeways, highways and unincorporated roads, looking to snare suspects.

The 2024-25 New Year’s HEP netted 481 arrests statewide, compared to 892 during the 2023-24 campaign, according to the CHP. As in the case for this year’s deployment, last year’s campaign was bridged due to the holiday falling midweek. However, in 2023-24, the effort spanned three full days and nights because it was a holiday weekend.

The end-of-year crackdown coincides with anti-DUI campaigns involving the Riverside County Sheriff’s Department and multiple municipal law-enforcement agencies countywide.

Deputies and officers have been conducting saturation patrols and staffing sobriety checkpoints to catch intoxicated drivers. Those operations will conclude this weekend.
