18-year-old charged for owning 3D-printed gun, firing shots at Scenic Drive

EL PASO, Texas (KVIA) — El Paso police arrested an 18-year-old for allegedly owning an illegal 3D-printed gun and shooting a gun at Scenic Drive, EPPD said Monday.

On May 29, police were patrolling near Scenic Drive when they heard gunfire coming from the overlook. Officers came across an SUV on Wheeling Avenue near Scenic Drive and went up to the driver, Raul Paez.

Police found an AR pistol in the SUV and learned he had an illegal 3D-printed handgun. Police allege Paez fired the shots at Scenic Drive.

They arrested and charged him with unlawful carrying of a weapon and discharge of a firearm. He also had traffic warrants at the time of his arrest, police said.

Police booked Paez into the county detention facility.

Federal inmate in Deming tests positive for measles, health officials link possible exposure to Las Cruces

DEMING, N.M. (KVIA) — An inmate at the Luna County Detention Center in Deming, New Mexico, tested positive for measles, the state health department said Monday.

NMDOH said people may have been exposed to this case at the U.S. Probation & Parole Office in Las Cruces:

May 27 between 8:30 a.m. and 2 p.m.

100 N. Church St.

This marks the 16th case in New Mexico this year, according to the NMDOH.

Measles symptoms develop between seven and 21 days after exposure, according to NMDOH. It said symptoms include:

Fever

Cough

Runny nose

Red eyes

Red spotted rash (usually starts on the head or face and spreads down the body)

People can pass measles to others from four days before to four days after the rash appears

Earlier this year, NMDOH reported 15 measles cases coming from three county detention center detainees, including 10 in Luna County and three in Doña Ana County.

NMDOH said getting the measles, mumps and rubella vaccine (MMR) can protect you from contracting measles.

Abandoned Northeast El Paso house fire caused by arson: Investigators

EL PASO, Texas (KVIA) — An abandoned house burned Sunday night in Northeast El Paso, the city’s fire department said. Monday, the El Paso Fire Marshal’s Office said the cause is arson.

It happened on the 4900 block of Riley Court near Magoffin Middle School.

The El Paso Fire Department said anyone with information about the fire can tell the fire marshal’s office at 915-212-5600.

1 arrested, another in hospital after crash in Horizon City

HORIZON CITY, Texas (KVIA) –One person was sent to a hospital and another was arrested after a crash in Horizon City Sunday night, police said.

Horizon City Police said at 10:04 p.m., officers went to the crash on the 15000 block of Horizon Boulevard, not too far from Horizon High School.

Police said someone went to a hospital for treatment.

There’s no other information related to the crash. Police are still investigating.

Extreme weather nonprofit gives away fans for some El Pasoans as high temperatures near

EL PASO, Texas (KVIA) — As the Borderland gears up for 100 degree-plus temperatures, an El Paso nonprofit will continue its annual fan drive to cool the community.

Since 2004, the Extreme Weather Task Force said it has collected and given more than 10,000 box fans to people in need.

Monday, the Extreme Weather Task Force launched its Summer Safety & Fan Drive campaign at Fire Station 5 in South-Central El Paso.

“We want people to know the EWTF is actively working on providing fans to the most vulnerable in our community who have no air conditioning in their homes,” EWTF Chair Grace Ortiz said in a news release.

The EWTF said three heat-related deaths happened in the county last summer. The youngest was 29 years old and the two others were ages 85 and 83. It said people at greater risk for heat-related illnesses include:

Infants and young children

People aged 65 or older

People who have a mental illness

People with a physical illness, especially heart disease or high blood pressure

Eligible residents can call 211 to see if they can get one of the fans from the drive, the EWTF said.

You can donate fans to El Paso and Horizon fire stations to help with the fan drive, according to an EWTF Facebook post.

Lost cell phone helped police identify suspect in dumpster fire murder

UPDATE (June 2, 2026) — A lost cell phone led to the identification of Heriberto Chavez as a suspect of a murder involving a dumpster fire. ABC-7 obtained the arrest affidavit detailing how police traced the phone to Chavez.

On May 29, El Paso firefighters put out a fire behind the Kelly Center for Hunger Relief and found the body near dumpsters. They notified police, according to documents.

Investigators found video footage showing the victim laying on the ground next to dumpsters, according to documents. Chavez is seen walking up to the victim and putting his phone on the dumpster.

The documents alleged Chavez punched, kicked and stomped the victim’s head and torso. In the video, the victim appeared limp and didn’t move.

Perez allegedly got cardboard from the dumpster, put it on top of the victim and lit them on fire, documents said. As the fire grew, Perez watched and put more trash to feed the fire. He also allegedly kicked the victim several times again.

Perez left the fire and his phone stayed on the dumpster, documents said. Investigators later found his phone when processing the crime scene.

Video footage from the Nuestra Señora Apartments nearby captured video of Perez and gave investigators a better view of what he looked like.

El Paso Police Department investigators got a search warrant for the cell phone and asked the FBI to gather more evidence from it. The FBI helped get the phone’s number, documents said.

On May 31, an EPPD sergeant met with three people, including Perez, on N. Florence Street and Rio Grande Avenue, which is next to the Kelly Center for Hunger Relief. The sergeant detained them because of an open alcohol container, according to documents.

EPPD asked Perez for his number while gathering his personal information. Perez said he lost his phone and police asked for his phone number, which matched the phone found from the murder scene, documents said.

At police headquarters on the open container violation, Perez said he lived on N. Florence Street, documents said. Police also noticed a cut and bruise on his hands — injuries matching what investigators saw on video.

Perez said he carried a purple lunch bag, which was also found at the crime scene, documents said.

FBI analysis from the found cell phone matched the locations and movement Perez described, documents said.

While a crime scene unit took pictures of Perez, he said his feet were injured after kicking the victim.

UPDATE (June 1, 2026) — El Paso police said a 41-year-old man is allegedly responsible for the murder of a person found near a dumpster fire Friday. He has been charged with murder.

According to an update police provided Monday, investigators determined the body as a suspicious death.

Police arrested Heriberto Chavez and booked him into the county detention facility without bond, they said.

ABC-7 reached out to Kelly Center for Hunger Relief for security footage, but the organization said it could not provide any.

The body was found at the 900 block of N. Florence Street near the Kelly Center for Hunger Relief.

Police haven’t identified the victim. They said this is the sixth murder this year, compared to 11 at this time last year.

EL PASO, Texas (KVIA) — The El Paso Police Department says that the Crimes Against Persons unit is investigating a body that was found after a dumpster fire on the 900 block of Florence Street Friday.

The El Paso Fire Department responded to a call about a dumpster fire at the 900 block of Florence and officials say that was around 9:27 P.M. Friday night.

Our ABC-7 crews captured video of the scene late last night. Crews reported that police were blocking off the areas near the Kelly Center for Hunger Relief in Downtown El Paso. 

Officials did not say where the body was found in relation to the fire or any further details regarding the body found.

City of Juárez raises awareness over rickettsiosis cases on the border

CIUDAD JUÁREZ, Chihuahua (KVIA) — The City of Juárez, through some of its departments, announced a new campaign to stop the spread of rickettsiosis in the region. More than 20 deaths related to the insect-borne disease have been reported this year so far, according to the Juárez Ecology Department.

The disease, transmitted by ticks, exhibits a high mortality rate (44%) due to delayed diagnoses, with cases concentrated primarily among young adults aged 25-44.

Rickettsiosis in Ciudad Juárez reached critical levels in 2026, according to health and ecology officials. At least 20 deaths and 32 suspected cases have been reported as of today.

The Chihuahua Secretariat of Health (Secretaría de Salud de Chihuahua) reports that, from January 1 through May 23, 2026, a total of 63 confirmed cases of rickettsiosis and 32 deaths have been recorded within the state.

The municipalities where these cases occurred are: Ciudad Juárez with 36, Chihuahua with 16, Aquiles Serdán with 5, Aldama and Meoqui with 2 cases each, and Rosales and Delicias with one case each. Of these, 20 deaths were reported in Ciudad Juárez, 8 in the municipality of Chihuahua, 2 in the municipality of Aldama, 1 in the municipality of Meoqui, and 1 in the municipality of Rosales, bringing the total number of deaths to 29.

During the same period in 2025, records showed 27 confirmed cases and 11 deaths.

ABC-7 spoke with health and ecology departments in El Paso and in Ciudad Juárez to learn more about what’s being done to prevent more cases on the border.

Deputies find 3 dogs in poor living conditions, man charged for alleged animal cruelty

EL PASO, Texas (KVIA) — A 29-year-old was arrested for alleged animal cruelty, the El Paso County Sheriff’s Office said Monday.

On May 26, deputies, detectives and Animal Welfare officers went to the 12700 block of Montana Avenue near Rich Beem Boulevard after a suspected animal cruelty report, EPCSO said.

Investigators found three dogs living in poor conditions, including limited food and water, EPCSO said. One dog was in a small wire cage in direct sunlight without water. The other two dogs looked malnourished, according to the sheriff’s office.

Detectives got three arrest warrants for Emanuel Guillermo Torres Aguilar for animal cruelty. On May 29, he surrendered and booked into the county detention facility, EPCSO said.

He faces three counts of animal cruelty with a $6,000 bond.

Animal Welfare took in the dogs.

EL PASO, Texas (KVIA) — Amistad celebrated its annual Lucy G. Humanitarian Awards on Saturday evening, recognizing community service while raising funds to support individuals in need across the region.

The event highlighted Amistad’s ongoing mission to serve vulnerable populations, including older adults, at-risk individuals and people with disabilities. Since 1976, the organization, along with its staff and supporters, has worked to provide assistance and resources to residents throughout the region.

This year’s Lucy G. Humanitarian Award was presented to the League of United Latin American Citizens, commonly known as LULAC, in recognition of its contributions to the community.

Today, Amistad offers more than 40 programs that serve thousands of people across the region, addressing a variety of social, educational and support needs.

Andrea Margaret Ramirez, CEO of Amistad, said the organization’s work has had a lasting impact on families for generations.

“This is more than just a passion,” Ramirez said. “This is something that I remember as a child that kept us bright, and we had a positive light because of an agency like Amistad.”

Proceeds from the event will help Amistad continue expanding its services and support for those facing challenges throughout Southeast Texas.
