Wyoming Governor Gordon steps in amid SNAP crisis

CHEYENNE, Wyoming (KIFI) — As millions nationwide brace for reduced Supplemental Nutrition Assistance Program benefits this month due to the ongoing government shutdown, Governor Mark Gordon signed two executive orders aimed at bolstering food security across the Cowboy State.

On Friday, October 31, Governor Gordon declared a Public Welfare Emergency. This declaration immediately unlocks up to $10 million in state emergency funds specifically designated to ensure Wyoming families maintain access to necessary food resources, directly addressing the impact of the ongoing federal funding crisis.

“Food insecurity does not care about political parties,” Governor Gordon stated on Facebook. “Wyoming will not allow its citizens to go hungry because Washington cannot do its job.”

Executive Order Targets Unhealthy SNAP Purchases

The second order targets the quality of food assistance. It mandates that SNAP recipients utilize the benefits for nutritional foods, excluding purchases with “little to no nutritional value,” such as sugary beverages and candy.

Data from the U.S. Department of Agriculture shows about 20% of all SNAP spending goes towards sugary drinks and snacks, highlighting the potential impact of these restrictions. The National push to limit unhealthy food choices within the SNAP program has been a staple of Health and Human Services (HHS) Secretary Robert F. Kennedy Jr.’s “Make America Healthy Again” campaign. 

Unlike neighboring states such as Idaho, Nebraska, Utah, and Colorado, the Equity state has not yet passed a Bill to request a federal waiver from the USDA to limit such purchases on Food Stamps. While such a bill has been adopted by the Wyoming Legislature’s Health Committee, it would still need to be considered and passed by the full Legislature during the 2026 session. Meaning the order by Governor Gordon effectively circumvents the typical process to limit unhealthy purchases with SNAP funds.

USDA Contingency Fund Controversy

This swift state response arrives as the federal government signals a significant reduction in aid. The Trump Administration recently announced it would provide only 50% of eligible households’ November SNAP allotments as federal warnings suggested full benefits might be stalled due to the government shutdown.

A sworn statement from a USDA official in federal court revealed that approximately $4.65 billion from the SNAP contingency fund will be used to cover this partial allotment. This decision follows a legal challenge in Rhode Island, where a federal judge had ordered the USDA to either deliver full November benefits or use contingency funds for partial payments. This contrasts with previous administration claims, maintaining that USDA contingency funds were not “legally available” to fund the program.

City of Goleta Delays Opening of Splash Pad at Jonny D. Wallis Neighborhood Park

GOLETA, Calif. – The City of Goleta would like to update the community on the status of the Splash Pad at Jonny D. Wallis Neighborhood Park in Old Town. The City anticipated opening in 2025 but during recent testing and inspection, equipment failures were identified and, as a result, the facility does not meet the City’s safety and quality standards required to open at this time. Staff and the contractors have been working for months to address the deficiencies.

“We understand how disappointing this news is for our residents,” said JoAnne Plummer, Director of Neighborhood Services. “The Splash Pad has been one of our most anticipated park improvements, and our community has been waiting patiently. While we are eager to open this facility to the public, the City is committed to taking the time needed to ensure the safety, reliability and long-term performance of the project.”

City staff and contractors have diligently worked towards completing the Splash Pad installation but continue to run into persistent mechanical and operational challenges. The City is actively working closely with the contractor and equipment manufacturer to identify and resolve the root causes of the malfunctions. Once the technical issues are resolved, the City is optimistic it will be able to open the splash pad. An updated timeline will be announced as soon as repairs and verification testing are complete.

The original design of Jonny D. Wallis Neighborhood Park, which opened on March 30, 2019, envisioned a splash pad. At that time, a splash pad could not be constructed due to water restrictions associated with the prolonged, multi-year drought. As the water restrictions were lifted, the City of Goleta moved forward with design and construction of the splash pad. The project broke ground on June 13, 2023, and delivery of the project to the public has been delayed by construction issues, supply chain challenges, and now mechanical and operational deficiencies.

“We deeply appreciate the community’s patience and understanding through this process,” added Plummer. “We look forward to celebrating the opening together soon and delivering a feature that will bring joy to residents for many summers to come.”

Garbage truck catches fire in Goleta

GOLETA, Calif. (KEYT) – A garbage truck caught fire at the intersection of S. Patterson Ave. and More Ranch Road in Goleta just after 1:40 p.m., according to the Santa Barbara County Fire Department.

Fire crews knocked the fire down about 30 minutes later but both lanes are blocked due to hot spots around the area, according to the SBCFD.

The truck operator dumped the burning garbage into the roadway, closing S. Patterson in both directions, according to the SBCFD.

Marborg is sending a second garbage truck and heavy equipment for debris removal ,and the fire’s cause remains under investigation.

Several disturbances roll through the region this week. We’re not expecting a ton of rain, but gusty conditions with a few scattered hit of rain and snow are possible.

Overnight. Partly cloudy, with a low around the lower 40’s. South southwest wind around 10 mph, with gusts as high as 20 mph.

For Tuesday, there is a slight chance of showers between 8am and 1pm. Cloudy, with a high temperature in the mid 50’s. Southwest winds around 15 to 20 mph, with gusts as high as 30 mph. The chance of precipitation is 20%. Cloudy for Tuesday night with an overnight low in the lower 40’s. South southwest winds around 10 mph becoming east after midnight. Winds could gust as high as 20 mph.

A sunny and breezy Wednesday with partly sunny skies. Winds from the southwest around 10 to 15 mph. Winds could gust as high as 25 mph. Stormy weather possible for Wednesday night with a chance of rain. A low temperature around 40°.

On Thursday, there is a chance of showers with breezy winds. High temperatures in the lower 50’s.

Winter trout season opens at ponds around Mid-Missouri

COLUMBIA, Mo. (KMIZ)

Winter trout season has officially kicked off at city ponds around Mid-Missouri.

The City of Columbia announced in a Monday press release that today was the official start to its winter trout season at Cosmo-Bethel Park.

All trout that are caught must be released and unharmed through Jan. 31, 2026. Only artificial baits can be used during this season. Anglers can start keeping trout on Feb. 1. A fishing permit with a trout stamp is required.

Jefferson City Parks and Recreation announced in a social media post that roughly 2,500 rainbow trout were stocked on Monday at McKay Lake. The same restrictions for anglers apply at McKay Lake, as well at Veterans Lak in Fulton, Kiwanis Lake in Mexico and Lake Minesa in Marshall.

Deschutes County Road Department sets winter closure date for Cascade Lakes Highway, Paulina Lake Road

BEND, Ore. (KTVZ) — The Deschutes County Road Department, in partnership with the U. S. Forest Service, said Monday it will close Cascade Lakes Highway and Paulina Lake Road at 8 a.m. on Tuesday, Nov. 18, unless early-season snowfall prompts a shift in plans.

The high-elevation forest roadways are closed every winter, the announcement said.

The county maintains both roadways. Snow at the summits can exceed 5-10 feet, making continual snow and ice maintenance too costly.

The county said Cascade Lakes Highway and Paulina Lake Road will remain closed until the Road Department removes the snow that accumulates during winter and early spring. Typically, both roadways reopen before Memorial Day, weather permitting.

Juvenile Found With Stolen Revolver in Isla Vista Following a Curfew Violation

ISLA VISTA, Calif. (KEYT) – Several weapons, including a stolen .357 magnum revolver, was recovered Saturday night in Isla Vista.

Just after midnight on November 1st, Sheriff’s deputies approached a group of five juveniles and one adult at the beach access point near the 6500 block of Del Playa Drive. The juveniles were detained for violating the county’s nighttime curfew.

During the investigations, one of the detainees – a 16-year-old male – allowed officers to search his backpack. Inside, several fixed-blade knives were found. The discovery lead to a probable cause search of the juvenile, in which a loaded .357 magnum revolver was found in his pants pocket.

The firearm was confirmed to have been stolen out of Arizona.

The Santa Barbara County Sheriff’s office says the juvenile in possession of the revolver has been arrested and booked in Juvenile Hall. The remaining minors were cited and released to their parents.

On Thursday, November 6, Arizona@Work will host its annual Veterans StandDown & Benefits Expo.

Veterans and their families can learn about a wide range of available benefits, including healthcare, disability compensation and employment opportunities.

The event, taking place at the Martin Luther King Jr. Center, located at 300 S. 13th Avenue, from 9:00 a.m. until noon, is free to attend.

The event is also a great chance for Veterans to connect with resources, especially if they’re impacted by the ongoing government shutdown.

Suspicious Death Investigation underway in Bannock County

POCATELLO, Idaho (KIFI) — The Bannock County Sheriff’s Office has opened an investigation into the suspicious death of a young man following the discovery of his body Saturday morning, November 1st, on private property in Inkom, Idaho.

Details surrounding the discovery of the body, as well as the victim’s identity, have not yet been officially released. However, the victim’s grandfather, Ronald Diaz, shared Local News 8’s coverage of the investigation on Facebook with the caption “RIP Grandson Jonas Diaz.”

The grandfather’s posts have received an outpouring of words of comfort, condolences, and donations as the family grapples with Jonas’s passing.

The Bannock County Sheriff’s Office and the County Coroner’s Office have ordered an autopsy to officially determine the cause and manner of death.

In a news release, BCSO assured the public that there is no ongoing threat to the community and has requested patience as the investigation proceeds.

Driver in a Fatal Hit and Run Enters Surprise Plea in Santa Barbara Superior Court Before Trial

SANTA BARBARA, Calif. (KEYT) –  The driver in a 2024 hit and run in Santa Barbara will not have a trial. Instead Brock Hoffman has entered a no contest plea Santa Barbara Superior Court.

That is the equivalent of a guilty plea and moves the proceedings into the next phase.

He was charged with leaving the scene of an accident resulting in death of serious injury. He also admitted to circumstances that can aggravate a felony sentence, such as using great violence.

The victim, Juan Lopez of Santa Barbara, died from multiple injuries in the late night crash on June 29, 2024 at 11:39 p.m. according to the Santa Barbara Police Department (SBPD) at the scene. He was deceased before he could be transported to the hospital. Hoffman turned himself in to the police on July 4 after being identified as the driver. 

Hoffman previously plead not guilty in September 2024.

Hoffman was driving a 1996 Toyota Landcruiser on Cliff Drive in Santa Barbara when Lopez was hit crossing the street. The crash was near apartments and the Santa Barbara City College west campus entrance.

Hoffman stopped but witnesses confirmed he left the scene.

After the vehicle was identified Hoffman spoke with an attorney and surrendered to the Santa Barbara Police Department.

Hoffman posted bail and has not been held in custody.

An eight-page form was presented in court and signed by Hoffman with his plea.

Sentencing is set for December 16th
