Missing Twentynine Palms woman found dead on her property

TWENTYNINE PALMS, Calif. (KESQ) – A Twentynine Palms woman reported missing for more than a week was found dead in her residence, authorities announced Monday.

Hiroko Nagao, 51, had been reported missing on Oct. 23. Authorities said her husband left his residence that day around Noon. When he returned later in the day, he could not locate his wife, but Nagao’s personal items remained at the residence. Sheriff’s Dispatch was called, and Nagao was reported missing.

Nagao was found dead on the property by her husband on Oct. 31, authorities confirmed.

Deputies from the Morongo Station arrived at the location and investigated the scene. 

The Sheriff’s Specialized Investigations Division – Homicide Detail responded to the location and assumed the investigation. This investigation is pending the outcome of an autopsy to determine the cause and manner of death.

Ongoing Federal Shutdown Keeps Travelers Nervous About Flights

SANTA BARBARA, Calif. – Travelers at the Santa Barbara Airport continue to watch the arrival and departure boards very closely, hoping to avoid any delays that would change their plans.

Thousands of passengers daily are coming and going. The government shutdown issues have led to restrictions by the Federal Aviation Administration. Santa Barbara Airport officials have posted the latest information on the airport website to assist travelers.   

One passenger, Jim Wacker was already weary Monday morning and said, “I got rebooked. I was already having a raggedy flight arrangement. I got rerouted from Seattle instead of Phoenix and we are going to be rerouted to JFK instead of Newark and my car is  at Newark.   It is going to be a fun day.  I am not arriving until tomorrow morning.”

Saturday alone nationwide, nearly 1500 flights were canceled and more than 5000 were delayed.

A traveler who came in a few days ago was able to get through without delays. Jesse Johnson said, “I came up Friday and I was nervous about it   am I going to get canceled?  I was going to a workshop. “

Efforts are underway to end the government shutdown, but even if that is announced soon it is unclear if all of the schedules can be restaffed quickly.

Many travelers even at small airports were lucky to avoid a delay.

Kimberly King was here for a half-marathon race over the weekend. “On the day that flew here we were on a flight that was kept on the scheduled but   two of the five flights got canceled so  we got lucky.” Temperatures were in the 70’s and she said, “I’m sad  to go home. I mean I wouldn’t mind a delay !”

 One traveler seeing the impacts from the air traffic controllers to the passengers said, “the whole situation is stupid.” Madeline McFeely went on to say, “I’ve been checking for a couple of times then I got a notice from Southwest that I would be leaving on time.”

One passenger ready to go out Tuesday morning found out Monday evening, the plane they would be on was not going to arrive Monday night and they would have to go out later in the week.

Airlines are also in touch with their passengers. Travel experts say non-stop flights are the most reliable during these conditions.  Multiple stop flights can lead to possible delays or flight cancellations.

ITD seeks public input on long-range transportation plan; Pocatello & Idaho Falls open houses start Mid-November

EASTERN IDAHO (KIFI) — The Idaho Transportation Department is seeking input on long-range planning for transportation across the state through a series of public meetings in the next month.  

Comments will inform the update to ITD’s Statewide Long-Range Transportation Plan, a federally required strategy document that is updated every five years and is used by the Idaho Transportation Board and planning staff as a guide to program future studies and projects.  

Open houses will be held in each region of the state with upcoming local dates to include:   

Nov. 18 in Pocatello at the Portneuf Medical Center (777 Hospital Way) 

Nov. 19 in Idaho Falls at the Crosspoint Community Church (1900 Grandview Drive)

Both events will take place 3 – 7 p.m. The same material will be shared online, with comments sought through Jan. 10. 

ITD’s Long-Range Transportation Plan will look at the needs of the transportation network out to 2050 and consider a variety of factors including growth, travel demands, land use, safety, economic development, system reliability and anticipated revenue.  

“This policy document looks at current conditions, existing plans and future trends in Idaho and lays the foundation for ITD to continue to deliver on our mission of safety, mobility and economic opportunity,” said Amy Schroeder, the division administrator for planning. “It’s not necessarily about identifying specific projects. It’s about determining, through data analysis and public input, the best strategy for investing in the transportation system given the variability of future revenue.”  

The plan comes at a time of extraordinary growth and funding uncertainty. Besides seeking public feedback, ITD is engaging with other planning organizations as the plan will look at the transportation network as a whole, which extends beyond state-managed highways to locally owned routes and alternative modes of transportation.  

“This is about working with local jurisdictions and planning agencies to address congestion in major cities,” Schroeder said. “It’s also about adopting a statewide perspective and recognizing that it’s just as important to look at improving safety and reducing fatalities in our rural areas.”  

An additional public comment period to review the draft plan is planned for summer 2026, and the plan is expected to be released in 2027.

Veterans Day in Southeast Idaho: Honoring service while facing the reality of PTSD

IDAHO FALLS, Idaho (KIFI)– With Veterans Day approaching, the southeast Idaho community takes time to honor the men and women who have served our country. However, with such honorable service also comes significant challenges.

According to the U.S. Department of Veterans Affairs, post-traumatic stress disorder is more common among veterans than civilians. About 7% of veterans will experience PTSD at some point in their lives. The condition is also more prevalent among female veterans than their male counterparts.

Local News 8 spoke with Teriann Ness, a certified complex trauma clinician and licensed social worker, about common mental health challenges seen among veterans, particularly Post Traumatic Stress.

“There are a lot of different things that our military do experience that makes it really tough. Also, there’s a lot of stuff that they can’t talk about because it’s classified. or there’s things that they’re learning that we don’t even have a clue about. and then there’s just tough stuff that happens and that can cause both memories, coming back, tough things that they have seen or experienced themselves. Plus just that physical sensation inside of anxiety,” Ness said.

Most trauma that veterans experience stem from different places.

“The memories of what they’ve experienced when they’ve been deployed or even here in our homeland, the different things that they do for our military, the things that they learn, being able to have those thoughts come back and the pictures, the image of what they’ve experienced also affects them internally, where heart starts to race and the breathing changes and get anxious or or traumatic experiences, just their body doesn’t feel comfortable anymore,” Ness said.

Addiction is another obstacle that veterans face in the civilian world is addiction, which is tied to Post Traumatic Stress.

“…addiction comes in when people are trying to find a balance, trying to find that calmness inside. So by using something helps to bring themselves back to a sense of balance so they can keep on doing what they’re doing just to make it through the day or the week or anniversaries too,” Ness said.

60-year-old man killed in crash in Yucca Valley Monday just after midnight

YUCCA VALLEY, Calif. (KESQ) – A 60-year-old man was killed in a single vehicle crash Monday shortly after midnight in Yucca Valley.

The crash was reported at around 12:15 p.m. on Twentynine Palms Hwy at Mohawk Trail.

According to the San Bernardino County Sheriff’s Department, witnesses told deputies that the vehicle was seen swerving as it traveled eastbound on Twentynine Palms Highway.

For unknown reasons, the driver drove over the center median as the vehicle approached the intersection. The vehicle continued in a northeasterly direction, crossing the westbound lanes of Twentynine Palms Highway, subsequently jumping the curb, and striking a pole located on the north side of the highway.

The vehicle came to rest in the number two westbound lane of Twentynine Palms Highway.

Deputies arrived at the scene and found the critically injured driver. The San Bernardino County Fire Department administered life-saving measures (CPR), and the driver was transported to Hi-Desert Medical Center, where he was later pronounced dead.

The cause of the collision is under investigation by the San Bernardino County Sheriff’s Department.  If you have any information regarding this collision, you are encouraged to contact the Morongo Basin Sheriff’s Station at (760) 366-4175.

Bonneville County moves up early voting start for December Runoff

IDAHO FALLS, Idaho (KIFI) — Bonneville County residents are set to head back to the polls sooner than expected as the upcoming runoff elections take shape. On Monday, the Bonneville County Election Office announced a change to the early voting schedule for the upcoming December runoff election.

Originally planned to start on November 17, early voting will now begin later this week on Thursday, November 13, to ensure voters have two full weeks to cast their ballots ahead of Election Day.

The change takes into account county office closures for the upcoming Thanksgiving holiday, allowing more time for residents to cast their votes.

“Preparing for an election takes months of planning and coordination,” the Bonneville County Election Office said in a press release. “Our team has been working diligently to wrap up the November election and prepare for December’s runoff. The Election Office appreciates your understanding as we continue to work under a tight timeline.”

Election Officials also took the opportunity to address common questions they received during the November municipal election. The office clarified that only residents living within the official limits of any city are eligible to participate in that city’s elections. Specifically, voters residing outside Idaho Falls city boundaries, even if their mailing address includes Idaho Falls, are not eligible to vote in the local city runoff election.

MSHP adds new K-9 to its staff

ST. JOSEPH, Mo. (KQTV) — A new furry friend has joined the Missouri State Highway Patrol, bringing in another tool for the agency.

Toro is a year-and-a-half-old Dutch shepherd and has been with MSHP since September. He’s the second K-9 assigned to Troop H.

Toro stays with his handler, Cpl. Nick Regan, at all times, will only take commands from him and live with Regan, too.

“These are extremely smart dogs compared to the two German shepherds I have at home,” Regan said. “This one is an elite dog.”

Sgt. Shane Hux with MSHP said the K-9 handler is considered a specialist position, and there are a few requirements.

“A minimum of three years with the Missouri State Highway Patrol, good work ethic and a positive attitude are the requirements,” Hux said.

Hux said, despite being a different species, Toro is treated the same as any MSHP trooper.

“Just like we take care of all of our employees. A K-9 for the Missouri State Highway Patrol is a trooper for us,” Hux said. “Any time they’re showing illness, sickness or get injured, they will get veterinarian care.”

Hux said that when Toro retires, he will either live with his handler or be given to another trooper.

“The handler gets the first option of taking that K-9,” said Hux. “Then if that’s not feasible for the handler, then another patrol employee.”

Although Toro is in a line of duty, Regan said he is just like any dog.

“If you have a ball in your hands, that’s all he really wants. You get him working, he goes straight to work, just like any other officer,” Regan said. “He plays around, likes to play with other dogs and plays with my kids well.”

Hux said, overall, the MSHP is excited to have another K-9.

“You know, a K-9 is a great tool for us to have. The K-9 is trained in illegal controlled substances, handler protection and tracking and area searches, he said. “So, what I mean by area searches is evidence recovery. If we’re pursuing someone and they throw out a firearm, or some type of controlled substance,  then it’s very important, you know, to be able to use that tool to cover that distance.”

The MSHP has 11 K-9s statewide, and it will continue to work to add more furry friends to its team.

Local Veterans celebrate the 250th birthday of the United States Marine Corps

YUMA, Ariz. (KYMA) – Veterans from several branches gathered together at VFW 8242 to celebrate and honor those who have served our country for one quarter of a millennium.

The VFW offered these veterans a complimentary breakfast along with a cake for the 250th birthday celebration.

The local veterans were able to gather around and reminisce their time serving our country.

“All gave some…some gave all,” said local Yuma veteran David Ibarra.

Jesus Martinez, a former Marine and current local Veteran, shares why he loved to serve.

“The military has been great for me, like I said, I spent 21 years in the military, I enjoyed the military, it took me just about all around the world into combat areas,” Martinez says.

Meanwhile, Ibarra shares why is important to celebrate these military milestones.

“We always want to make sure that we celebrate birthdays of all the branches, and to recognize the service and the sacrifices they did for their country,” said Ibarra.

While Martinez says he is thankful for the Veterans receiving so much support from the Yuma community.

“The people are really showing their gratitude by supporting us everyday and thanking us for our service and that makes a big difference in us,” he said.

City of Columbia considering special tax district on Business Loop

The City of Columbia is considering a special taxing district for Business Loop 70 that would divert taxes from future development to the companies undertaking those projects.

Columbia City Council members met Monday morning to discuss implementing tax incremental financing as a way to revitalize the Business Loop.

City Manager De’Carlon Seawood said city officials worked alongside the Business Loop Community Improvement District to determine the possible district boundaries.

Tax incremental financing, or TIF, generates revenue through sales and property taxes. The revenue generated in the TIF district is reinvested in private development.

Andy Struckhoff with PGAV Planners provided the presentation to council members Monday. Struckhoff said property outside the TIF district could also benefit from the TIF.

The property value of the outlined area is calculated, and that number is used as the base value. The base value is frozen during the TIF period to calculate taxes. As properties in the district are redeveloped or as new development is built and values increase, new tax revenue is generated, with some of it going back to developers.

Struckhoff said establishing a district takes about six months. First, a city has to establish a TIF commission and a redevelopment area. A period of hearings for public input follows.

After that, a redevelopment plan is put together along with a cost-benefit analysis. The final step is approving redevelopment or new development projects; the projects must be approved within 10 years of the TIF’s approval.

Columbia Mayor Barbara Buffaloe said the city already has a TIF commission in place.

A TIF cannot be in place for more than 23 years, but that clock doesn’t start until the redevelopment plans are approved. The end goal is that once a TIF expires, the new or revitalized developments can finance themselves along with the extra funds left over from the tax revenue generated by the TIF.

Struckhoff said any redevelopment plan has to reflect the community’s desire for development in an area, according to Missouri law. He explained how the Business Loop’s current community improvement district could work hand in hand with a TIF district to help generate more revenue. Struckhoff said it’s common to pair the two together.

Struckhoff also introduced the idea of a transportation development district for the Business Loop. The transportation district would be in place for 40 years and could only be used for transportation infrastructure such as sidewalks, parking garages and roads. Revenue is generated by a sales or property tax.
