Boone County budget focuses on public safety upgrades, job retention

Boone County plans to spend more than $20 million in its 2026 budget for upgrades to equipment, vehicles, and radio systems for first responders.

The Boone County Commission introduced its proposed budget for 2026 at its Tuesday commission meeting.

Total spending for the budget adds up to $143,956,629, a 3% increase over the 2025 budget. The 2026 total revenue projection is estimated at $133.8 million, a 12.9% increase over 2025. A chunk of that is unspent American Rescue Plan Act money, which must be spent by the end of 2026.

The budget is centered around five priorities:

Improving workforce retention and reducing workforce turnover and vacancies.

Addressing priority staffing and space needs

Providing new and replacement equipment, vehicles, technology and infrastructure.

Providing public safety improvements through training and retention.

And more financial stability and transparency of the county’s operating funds.

However, reduced reimbursements from the state government for prisoner expenses, juvenile detention expenses, public health initiatives and various grant opportunities are creating new challenges, county commissioners say.

Revenue from use and sales tax collections is anticipated to remain flat.

To improve workforce retention and reduce job turnover and vacancies,

The county government hopes to improve worker retention and reduce turnover and vacancies with a new county-wide pay plan and compensation structure. Since the pandemic, the county has reported unexpectedly high employee turnover and longer job vacancy rates. Since 2023, the county has been working with an outside consultant on employee salary increases and reducing workforce turnover.

The new pay plan moves the county from an open range model on a single pay grid to a hybrid step and range model with positions placed on pay grades.

The cost to implement the study and the 2026 pay plan is $3.9 million.

To address staffing and space needs, the county is in the final stages of construction on the Regional Law Enforcement Training Center and Public Safety Childcare Center on its Public Safety Campus. The proposed budget includes 26.4 full-time equivalent employees to staff the campus.

The $18.3 million Regional Law Enforcement Training Center is anticipated to open by Jan. 1. The Regional Law Enforcement Training Center will partner with more than 25 other law enforcement agencies in the area. The Boone County Sheriff’s Office will conduct academy training for recruits and continuing education credit training for certified peace officers.

The $5 million Boone County Public Safety Child Care Center also has an anticipated completion date in 2026. The Childcare Center will provide extended access to childcare for first responders who work forBoone County. The budget includes $1.1 million for initial operations.

The budget includes approximately $9.2 million to replace and buy new equipment. This includes $2.1 million for portable and mobile radios, more than $500,000 for vehicle replacements, $150,000 for new vehicles, $400,000 to replace machinery and equipment, more than $120,000 for new machinery and equipment and more than $500,000 for computer hardware replacements and new computer hardware.

Joint Communications is also expected to go live with a radio system in 2027 that will improve county-wide communication among first responders. In preparation, the 2026 budget includes funding for mobile and portable radios at $10.8 million and $2 million for a radio tower.

The Boone County Jail has reached its 200-bed capacity due to overcrowding. When at capacity, Boone County contracts with other counties in Missouri to hold inmates while they wait for a trial or mental evaluation. The budget assumes that the cost will increase by $1.3 million over last year, for a total of $2.1 million.

Sign of the season: Deschutes County road crews close gates on Cascade Lakes Highway, Paulina Lake Road for the winter

BEND, Ore. (KTVZ) — Deschutes County Road Department crews closed the gates to the Cascade Lakes Highway and Paulina Lake Road for the winter Tuesday morning.

During the winter and early spring, accumulated snow can reach five to 10 feet, making it too costly to keep the roads plowed, county officials said.

Both roads will stay closed until county road crews can clear the snow in the spring. They typically reopen before Memorial Day, weather permitting.

Leonardo DiCaprio to be honored at Palm Springs International Film Awards

PALM SPRINGS, Calif. (KESQ) – Leonardo DiCaprio will receive the Desert Palm Achievement Award, Actor, at the 2026 Palm Springs International Film Festival, organizers announced on Monday.

DiCaprio is being honored for his performance in Paul Thomas Anderson’s One Battle After Another

“In One Battle After Another, Leonardo DiCaprio delivers a riveting and emotionally charged performance, embodying a man pushed to his breaking point in the face of relentless adversity,” said Festival Chairman Nachhattar Singh Chandi. “Across his career, DiCaprio has continually redefined what is possible in screen acting—bringing emotional depth, artistic integrity, and fearless commitment to every role. It is our honor to present him with the Desert Palm Achievement Award, Actor, in recognition of his enduring influence and exceptional body of work.”

DiCaprio joins this year’s previously announced honorees Michael B. Jordan (Icon Award), Adam Sandler (Chairman’s Award) and Sentimental Value cast members Renate Reinsve, Stellan Skarsgård, Inga Ibsdotter Lilleaas, and Elle Fanning (International Star Award).

The Film Awards will take place on January 3, 2026, at the Palm Springs Convention Center, with the festival running January 2-12, 2026. The event will be presented by Kering and sponsored by Entertainment Tonight.

Idaho State Police recognizes Crash Responder Safety Week from November 17–21, 2025

Eastern Idaho (KIFI) — The Idaho State Police (ISP) is recognizing Crash Responder Safety Week (CRSW) from November 17 to 21, 2025, and urges Idaho drivers to do their part in protecting those who respond to crashes, stalled vehicles, and roadway hazards across the state. The 2025 theme is “Safety Starts With You – Slow Down and Move Over!”

Every year, law enforcement, fire and EMS, rescue, public works, transportation, towing, and recovery personnel, and other responders put their lives at risk while clearing an estimated 7 million motor vehicle crashes, stalled vehicles, roadway debris, and other incidents. Responders are often first on the scene, protecting every road user, and deserve to be the first on drivers’ minds when it comes to safety on the roads. On average, nearly every week in the United States, a traffic incident responder is struck and killed while performing their duties, and many more suffer life-altering injuries. National estimates indicate that every six seconds, a traffic incident responder is working roadside to keep motorists safe.

Every day, Idaho responders place themselves in harm’s way on highways and rural roadways to keep traffic moving. CRSW serves as a nationwide reminder that every driver shares responsibility for keeping these responders safe.

“Our responders work inches from traffic,” said Captain Jason Bailey, Idaho State Police Commercial Vehicle Safety Division. “They step out of a patrol car, a fire engine, a tow truck, or an ambulance knowing that one careless driver can end their life. “ Slow down and move over” isn’t a suggestion in Idaho; it’s the law. And it’s one more way to make sure every responder gets home to their family.”

CRSW emphasizes the importance of safe and swift roadway clearance, urging drivers to slow down, move over, and remain alert. It also reinforces that traffic incident response includes not only crash scenes but stalled vehicles, roadway debris, and other hazards that put responders and stranded motorists at risk.

Idaho law requires drivers to reduce speed and change lanes when approaching stationary emergency vehicles, tow trucks, highway maintenance crews, or any vehicle displaying flashing hazard lights when conditions allow. Violations may result in citations, fines, and civil liability if a responder is injured.

During CRSW and throughout the year, Idaho drivers are expected to:

Slow down and move over for any stopped vehicle displaying emergency or hazard lights.

Stay alert, avoid distractions, and watch for responders and stranded motorists.

Follow instructions from law enforcement and traffic control.

Remember that fast, safe clearance prevents secondary crashes, which are often more severe than the initial incident.

“A crash scene isn’t an inconvenience—it’s often someone’s worst day,” Captain Bailey said. “When you see those flashing lights, remember that someone’s life may be on the line. Slow down. Move over. It’s how you help us save lives.”

Idaho National Guard Black Hawk rescues stranded hiker in Custer County

CUSTER COUNTY, Idaho (KIFI) — The Idaho Army National Guard just wrapped up its 14th search and rescue mission of the year this week, rescuing a stranded hiker.

Two hikers in Custer County got severe food poisoning while in the mountains and were too weak to hike out. The Custer County Sheriff’s Office called in the National Guard for assistance. Lifeflight was able to reach one of the hikers, but couldn’t get back to the second because of power limitations and the steep terrain.

That’s when an IDARNG crew from the National Guard responded in a UH-60M Black Hawk helicopter. Within two hours after receiving the call, they were in the air and hoisted the stranded hiker, his dog, two ground search and rescue team members, and all their packs and equipment.

The hiker was taken back to Gowen Field, where he was reunited with his family. Officials say without the Army National Guard’s team’s involvement, rescuers would’ve been forced to pull the hiker out by sled in the dark.

Chamber makes development announcement at Chairman’s Breakfast

ST. JOSEPH, Mo. (KQTV) — Attendees at the 2025 St. Joseph Chamber of Commerce’s Chairman’s Breakfast might have been prepared for a meal and a keynote speaker, but were also met with a big announcement.

Jason Klindt, senior director of external affairs for Evergy, spoke on “Planning for Growth & Powering our Communities.” Specifically, about the pros and cons of a data center in the community.

In conjunction with Klindt’s message, the Chamber announced the opening of a Launch Pad located Downtown at 801 Felix St.

The Launch Pad would serve as an innovation center for co-working startups to obtain education and mentorships to start their businesses.

The facility will offer a flexible range of workspaces, including open coworking areas, dedicated desks and private office rentals. It would also feature shared-use technology, conference rooms, business-grade amenities and professional development support.

“Our region is full of builders, dreamers, and creators who simply need access to the right resources,” said Natalie Hawn, the president and CEO of the St. Joseph Chamber of Commerce. “The Launch Pad exists to provide an affordable, collaborative environment where ideas can take off and businesses can thrive.”

The funding of the new resource is made possible by a $100,000 grant from the Missouri Technology Group (MTC).

“The grant was a three-year grant to help us with technology solutions and resources for these businesses,” said Hawn.

The Show-Me Network is also helping support The Launch Pad.

“We’re thrilled to partner with the St. Joseph Chamber of Commerce as a Regional Connector for the Show-Me Network,” said Rachel Munday, the executive director of efactory at Missouri State University and a part of the Network. “Their leadership, energy, and commitment to entrepreneurs make them an incredible partner in expanding opportunity across Northwest Missouri and the state.”

Hawn said the soft opening will be on Dec. 1 and an official grand opening in January 2026.

Along with flexible coworking and private office rentals, the space will also feature:

High-speed internet and professional meeting rooms

Shared-use equipment for AV, prototyping and technology development

Training and professional services, including legal, accounting and business development support

Networking events, pitch nights and mentorship opportunities designed to strengthen the regional startup ecosystem

The Launch Pad’s mission is to fuel innovation and support first-time founders, freelancers and small business owners across a 35-mile service area surrounding St. Joseph.

The resource’s impact goal includes hosting over 20 community and business events annually, delivering over 100 mentorship hours and supporting the creation or retention of at least 10 local jobs each year, according to a Chamber press release.

The space for The Launch Pad is being leased from Mosaic Life Care and was formerly occupied by CLA.

ST. JOSEPH, Mo. (News-Press NOW) — One of the top specialty cake companies is making the move to St. Joseph.

Nothing Bundt Cakes is set to open its first store in St. Joseph at 5301 N. Belt Highway in the former Bling Glamour store next to GameStop and Panda Express.

Pedestrians will see a large “Baking Soon” sign posted on the front of the building in anticipation of the store. News-Press NOW has reached out to the company for comment on a projected opening date.

Nothing Bundt Cakes is widely regarded as one of the top specialty cake companies in the U.S., with over 600 locations, including one in Kansas City, offering a wide-range of customizable cakes for different occasions.

The company offers a menu with signature and seasonal cakes, including individual-sized options, 8-inch and 10-inch cakes and tiered cakes. Catering is also available for birthdays, weddings, baby showers and corporate events.

ISU reveals Benny the Bengal Fierce New Look for school’s 125th Anniversary

POCATELLO, Idaho — Idaho State University’s beloved mascot, Benny the Bengal, pounced into Saturday’s final 2025 season home football game with a new energy after a short pre-game disappearance, leaving fans chanting, “Where’s Benny?!”

Just in time for the University’s 125th Anniversary celebration in 2026, Benny reintroduced himself to fans with a whole new look. Sporting vibrant “Roarange” fur and a fierce expression, Benny is even more ready to hop onto the court or field to rally Bengal fans. Those who attended the game enjoyed Benny’s reveal during a performance with the Bengal Dancers and ISU Cheer squad. The Bengals beat the Weber State Wildcats 31-3 and will face the Idaho Vandals in Moscow this Saturday, November 22 at 2 p.m. MST.

Benny may look a bit different, but his fresh new features align with his timeless personality. You’ll still see him running through the stands during football games, getting fans pumped up for the game, and if your popcorn happens to go missing, Benny might be to blame. 

In addition to his athleticism and slightly mischievous demeanor at sporting events, Benny has a variety of public appearances lined up, so Bengal fans and friends of all types can meet him. Along with men’s and women’s basketball games during the 2025-2026 season, you’ll see Benny at the ISU Holiday Tree Lighting Ceremony on December 2. You may even be able to catch a glimpse of Benny at ISU’s Winter Commencement on December 20 as he congratulates graduating students on the field prior to and following the ceremony. 

As part of the University’s mascot program, two ISU students were each awarded a $5,000 scholarship in support of their college education.
