Redmond Police Department, set to move into new Public Safety Facility, celebrates with community ribbon-cutting

(Update: Adding video, interview with Redmond Chief of Police, facility information)

REDMOND, Ore. (KTVZ) — The City of Redmond celebrated a major milestone Tuesday for both law enforcement and the people of Redmond – a state-of-the-art Public Safety Facility is now complete.

The community’s passion for the project was evident at the ribbon-cutting ceremony, where a large crowd endured sweltering heat to show their support.

The 42,000-square-foot building is set to become the full-time home of the Redmond Police Department. Funded in part by a $40 million voter-approved bond in 2022, the facility reflects the community’s commitment to safety and progress.

Redmond Police Chief Devin Lewis spoke with KTVZ at the event.

“Our new police department is going to improve public safety for the citizens of Redmond,” he said. “First and foremost is being a large enough facility to accommodate all of the police officers we have. So we’ll be able to grow as the city grows. We also have a brand new lobby. It’s large enough to meet the public’s needs.”

Regarding the community’s suport, Lewis added, “Everyone at the Redmond Police Department is very grateful and thankful to the citizens of Redmond for their support, obviously helped pass the bond to fund this project. And we recognize that we wouldn’t be here today without them and their support. We just really thank you.”

Designed around functionality and compassion, the new building includes private meeting spaces for crime victims, a high-visibility area for custody exchanges and marketplace transactions, as well as an emergency operations center and versatile training room.

Supporting the mental and physical health of staff members was also a top priority in the design.

“We have plenty of windows. We have all the natural light. We have a lot of natural resources in the building, a lot of wood. Those things are going to be able to just to help maintain our officer wellness and help officer resiliency,” Lewis said. “We have a very large training area, where people can engage in physical fitness and wellness training.”

“We also have a large community room, so we can operate large events out of that room, wherein previously we had to go to a different part of the city to do that,” he added.

Community input and feedback were crucial to those involved. Redmond Police wanted the public to feel welcome and safe at the new facility.

“Once we passed a bond and we started to do the early vision of the police department, we had several meetings with the community. With the design of the building, we wanted to make sure that it would last, and not only for today but for generations after, because it’s such a significant community investment,” Lewis said.

Not only did the project stay on schedule, but it also came in more than $2 million under budget — a testament to careful planning and collaboration between city leaders, the design team and the contractor.

“Those meetings helped identify problems early on, and then we could rectify those problems before they became wasted time or wasted resources, or wasted money,” Lewis said.

Built with energy sustainability in mind and support for future advancements, the facility includes electric-vehicle charging stations for both staff and visitors, and solar panels on the roof — part of Redmond’s broader push toward sustainability.

The new Public Safety Facility isn’t just a building — it’s a long-term investment in community trust, officer wellness, and future readiness for Redmond.

REDMOND, Ore. (KTVZ) — August 6 — The City of Redmond invited the community to attend Tuesday’s ribbon-cutting for its new Public Safety Facility, located at 111 NW Teak Avenue.

“The new $49 million, 42,000 square foot, two-story building was designed to provide the department with the ability to better meet current and future public safety needs for Redmond,” the city said in last week’s invitation, which continues below:

The new facility is slated to open and be fully operational by Monday, August 25.

“This project was made possible in 2022 by a $40 million voter-approved bond, stated Redmond Police Chief Devin Lewis. “We now have a facility that matches the quality of our Police Department. We are grateful for the support we received from the community to make this project possible.”

The new building features more privacy for crime victims to meet with officers and a high-visibility location in the parking lot for custody exchanges and marketplace transactions, as well as a facility built to incorporate modern technology to help with police work and investigations. The project also includes an emergency operations center and training room.

“I am happy for the police and appreciative of the community for making this project become a reality. The staff and construction team delivered this new police station on time and more than $2 million under budget,” shared Mayor Ed Fitch. “This is just one more opportunity to demonstrate that our residents can take pride in living in this city.”

Construction of the building is aligned to meet LEED (Leadership in Energy and Environmental Design) specifications, including electric-vehicle charging stations, both in the visitors and staff parking areas, and solar panels on the roof of the building.

The new Public Safety Facility was designed by FFA Architecture and Interiors, Inc. and constructed by Pence Construction.

“We design each project to reflect the specific needs and values of the communities we serve,” remarks Ian Gelbrich of FFA Architecture & Interiors. “Through many conversations with Redmond PD staff, we heard a clear sense of pride in their work, strength in their team, and deep commitment to their city. These values directly informed the design of the new facility. While the building is highly functional and supports the efficiency of the work they do, we also placed special emphasis on the spaces where people come together.”

Tours of the new facility were conducted following the ceremony. For more information, visit online at www.redmondoregon.gov/PublicSafetyFacility.

Sex offender accused of being too close to Fulton park with playground

Ryan Shiner

COLUMBIA, Mo. (KMIZ)

A registered sex offender in Fulton was charged with a felony on Wednesday after he allegedly was seen at being at a public park with a playground and splash pad.

Schylur Mahurin, 31, was charged with being a sex offender who was loitering within 500 feet of a park with a playground. He is being held at the Callaway County Jail on a $20,000 bond.

The probable cause statement says he was convicted of second-degree statutory rape in 2015 in Linn County.

The statement says the Callaway County Sheriff’s Office received multiple complaints about Mahurin being at a park over the weekend.

A probation officer who put Mahurin on GPS monitoring confirmed that he was at Memorial Park on Saturday between 3-7 p.m. Mahurin allegedly told law enforcement that he was walking at the park with a coworker, the statement says. A deputy told him he’s not allowed to be at a park and he allegedly replied that he knew that information, court documents say.

Mahurin pleaded guilty on June 26, 2023, to failure to register as a sex offender and was sentenced to five years of probation, along with a three-year suspended sentence.

Santa Cruz man accused of music streaming and wire fraud charges; U.S. Attorney’s Office

Jeanette Bent

SANTA CRUZ, Calif. (KION-TV) – A man is being indicted on four counts of wire fraud stemming from alleged misrepresentations of his software company and music streaming service.

According to the Northern District of California, 70-year-old Hank Risan was arrested Tuesday morning before making his initial court appearance in San Jose.

The indictment was filed on July 31 and unsealed August 5, claiming that Risan of Santa Cruz allegedly sold stock and stock conversion in his software company, Media Rights Technologies, Inc. (MRT), as well as his music streaming service, BlueBeat, Inc., according to the Northern District of California.

The U.S. Attorney’s Office saying that investors were told false claims of BlueBeat’s copyright ownership of approximately 2.5 million songs by various well-known artists; false and misleading comparisons and valuations of BlueBeat; false claims of imminent acquisition of BlueBeat by a multi-national media and entertainment conglomerate; and false claims of association and involvement with the companies by a former undersecretary of the U.S. Department of Commerce.

They say that an example of this came from November 3, 2020 when Risan told investors that he “received a very favorable comparable regarding the BlueBeat Catalog” and noted, “To put that news in perspective, BlueBeat contains approximately 2.5 million songs and $10K per song brings music to my ears. You can do the math!”

The indictment alleges that BlueBeat did not own the copyrights to the 2.5 million songs, the valuations of MRT and BlueBeat were fictional, the advertised multi-media conglomerate was not in the process of acquiring BlueBeat or its catalog, and the former Commerce official was not involved with BlueBeat.

According to Northern District of California, “Risan allegedly induced investors to purchase approximately $1,959,187 in stock and stock conversions, and to make payments characterized as ‘loans.’”

The U.S. Attorney’s Office saying that, in total, Risan got approximately $3,165,859 from the charged scheme and allegedly used the fraudulently obtained funds to pay personal credit cards, purchase collectables, and make mortgage payments on his personal residence.

Risan was then released on a $100,000 unsecured bond with his next district court appearance expected to be on October 8.

If convicted, the Attorney’s Office says that the defendant faces a maximum sentence of 20 years in prison and a fine of $250,000 for each count of wire fraud.

The prosecution is the result of an investigation by the FBI.

Moniteau County bar ‘owner’ accused of assaulting woman

Ryan Shiner

EDITOR’S NOTE: The story has been updated to say Douglas Harris might not be an owner of the bar.

COLUMBIA, Mo. (KMIZ)

A man involved in running a Jamestown bar is accused of assaulting a woman in the business on Sunday morning.

Douglas Harris was charged with second-degree assault. A warrant was issued and a $25,000 bond was set. A mugshot was not immediately available.

Court documents say Harris allegedly got into a heated argument with someone and multiple people tried to stop him from attacking them at Twisted Pickles in Jamestown. A victim told investigators that Harris is an owner of the bar, but owner Deanna Harris told ABC 17 News that he is a manager.

Harris allegedly grabbed a woman by her neck and shoved her into a pool table, the probable cause statement says. She fell to the floor, had injuries to her face and knees and had “significant bleeding,” the statement says. A patron then provided First Aid, the statement says.

Court documents allege Harris gave a “partial or insincere apology” before complaining about financial losses and threatening to assault another woman. The victim then went to a hospital in Jefferson City, the statement says. Law enforcement saw injuries on the woman when she spoke with them on Monday, the statement says.

Harris then allegedly sent an apology in a text message, the statement says. Harris did not give a statement to police when he was arrested and two witnesses give similar accounts of what occurred to law enforcement, court documents say.

Rosa Fire evacuees seek shelter at Palm Desert Community Center

Athena Jreij

PALM DESERT, Calif. (KESQ) — The Palm Desert Community Center is serving as the evacuation site for Rosa Fire victims.

According to the Desert Recreation District, the facility’s basketball courts are closed to the public to provide shelter to those displaced. The gym, lobby and multipurpose rooms remain open.

It comes as fire crews grapple with the 1,600+ acre Rosa Fire, and evacuation zones remain in place for the area of Alpine Village and Pinyon Pines.

Red Cross officials say so far, dozens have sought out services including shelter, food, water and mental health services and there’s still room for more.

Leonard Busto evacuated his home Monday as the flames quickly spread near his home.

“My work, my computers, my photo albums, you know, that could all be gone. All of your possessions that you have, that’s a daunting experience.”

Busto had seven animals in his care when the fire broke out and had to lean on the county animal services to safely evacuate them all.

“It’s a very humbling experience to have to come and rely on others and the kindness and their generosity. We didn’t have any place to stay. I mean, you don’t even have the clothing, just the clothes on your back,” Busto said.

Ruben Sanchez was also displaced with his disabled son, uncle and two dogs. He says he left his home unsure of what he’d come back to.

“Once it went to the north side of highway 74, it was like a bomb went off. It was pretty bad,” Sanchez said.

While he isn’t staying overnight at the shelter, he still picked up food and water from the center. He says the fire has had not just an emotional toll, but a financial one since his family decided to stay in a hotel with their pets.

The Red Cross says they’ll operate the evacuate center as long as it’s needed by the community.

The full list of evacuation sites include:

Desert Community Center, 43900 San Pablo Ave., Palm Desert

Anza Community Center, 56630 Highway 371, Anza

Animal evacuations at San Jacinto Animal Shelter, 581 S. Grand Ave., San Jacinto

Animal evacuations at Coachella Valley Animal Campus, 72050 Pet Land Place, Thousand Palms

Tonight, News Channel 3 gives a look inside the Palm Desert site and the need of those displaced.

City News Service

INDIO, Calif. (KESQ) – A probationer accused of robbing a Palm Springs motorist at a gas station, then unsuccessfully attempting to take his car, was charged today with armed robbery and other offenses.

DeShaun Flowers, 38, was arrested and booked into the Benoit Detention Center in Indio on Sunday following a Palm Springs Police Department investigation.

Along with robbery, Flowers is charged with two counts each of assault using a semiautomatic firearm, attempted carjacking and resisting arrest, as well as one count of being a convicted felon in possession of a loaded gun.

The defendant, who is being held without bail, was slated to make his initial court appearance Wednesday afternoon at the Larson Justice Center.

According to police, shortly before 6 a.m. Sunday, Flowers confronted the victim, whose identity was not disclosed, as he was pumping gas at a station in the 2700 block of North Palm Canyon Drive, near Racquet Club Road. The defendant allegedly brandished a Glock handgun and demanded the driver’s money, which he surrendered.

The man wasn’t injured.

The defendant then jumped into the victim’s vehicle and tried to get it started but couldn’t, at which point a bystander tried to intervene, prompting Flowers to flee, police said.

In response to 911 calls from witnesses, patrol units swarmed the location, spotting Flowers as he allegedly tried to run away. He was taken into custody after a brief foot pursuit, according to investigators.

Court records show Flowers has documented prior convictions in Los Angeles, Monterey and Kern counties for auto theft and assault. No priors in Riverside County were listed.

Fans look forward to first preseason game

Kyle Schmidt

ST. JOSEPH, Mo. (News-Press NOW) — Wednesday was the final training camp practice open to the public ahead of the Chiefs’ first preseason game.

Despite it being an exhibition game, fans still look for a Chiefs win.

“We got to see what we are made of,” Vicky Ford said. “After that Super Bowl thing last year, we got to make sure we are on our game this year.”

For Chiefs fan Bruce Roberson, he traveled from California to watch his Chiefs in training camp. He said he’s looking forward to watching the new faces on the team play.

“I like to see the new guys, how they jell with the team,” Roberson said. “See who is going to make it or who’s not. From what I see, I like Brashard Smith. I think he is our secret weapon.”

In 2021, the NFL eliminated one preseason game, reducing each team’s exhibition schedule to three games ahead of the regular season.

Roberson agrees with the decision, stating players’ health and safety are important. Other fans seemed to agree as well.

“I think they’re necessary to see how our players are doing,” Lawrence White said. “Three is a good number.”

Like Roberson, White hopes the offensive line will improve this year.

Thursday training camp will be open to only season ticket holders and fans will have to wait to watch their Chiefs on Saturday.

“It’s so fun and exciting to watch the games,” Julie Elliott said. “I get a little distracted, but just watching my husband and how excited the kids get, and we want to win.”
