Pocatello-Chubbuck school board chair addresses updated cellphone policy

POCATELLO, Idaho (KIFI)– Pocatello-Chubbuck School District 25 is entering the 2025-26 school year with an updated cell phone policy which includes big changes for when and where students can use phones and smart devices.

The updated policy states students must keep cell phones, earbuds, smartwatches, tablets, and laptops turned off, out of sight, and off the student’s person (not in pockets) during the school day, including between classes. High school students may only use devices during lunch time.

Deanna Judy, chair of the PCSD 25 school board, said the updated policy was voted in to promote social interaction and ensure an effective learning environment in classrooms.

“We share this goal as a board to have more face to face communication with teachers and students and peer to peer,” said Judy. “We really just want more of a focused education atmosphere, and there are studies that show the more face to face interactions students have, the better off they are.”

The updated cell phone policy was drafted by PCSD 25’s Cell Phone Policy Committee, a group of school district staff, parents, and city leaders who started revising the policy in February 2025.

Chris Poulter named Bonneville County Clerk

IDAHO FALLS, Idaho (KIFI)—Bonneville County Commissioners selected Chris Poulter as the next County Clerk on Friday.

Poulter will replace Penny Manning, who is retiring on July 25, 2025. Manning has been the county clerk since 2016. Poulter will serve out the remainder of Manning’s term through 2026.

The commissioners said they are looking forward to Poulter bringing a new outlook with considerable experience and skill to the position.

Poulter was chosen from a list of three potential candidates chosen by the Bonneville County Republican Central Committee. The other candidates were Natalie Kennedy and Andrew Russell.

San Luis to celebrate 4th of July with Freedom Celebration!

SAN LUIS, Ariz. (KYMA, KECY) – Ring in Independence Day with a bang down by the border.

The City of San Luis will be hosting its annual Fourth of July Freedom Celebration at Joe Orduno Park on the 4th of July starting at 7 p.m.

The event, put on by the city’s Parks and Recreation department will bring together great food, music and an assortment of family-friendly activities and attractions for everyone.

“We’re always thinking about our community and these events are very important to have so they don’t have to drive to other cities,” said Angelica Roldan, Park and Recreation director for the City of San Luis.

A kids area for neurodivergent children is planned to be set up to provide a calmer environment.

Fireworks are planned to begin at about 10:20 p.m.

Entry tickets are $1 from online pre-sales and tickets will cost $2 at the gate.

Olney Pedestrian & Bicycle Improvements – This project will install updated bicycle & pedestrian infrastructure along Olney Avenue and Portland Avenue between the Portland Avenue bridge and Second Street. Replacement sewer and water mains will also be installed with this project. The work began February 3 – Fall 2025. The intersection of NW Wall Street and NE Olney Avenue is now open to traffic.

Olney Avenue (east of NW Wall Street to NE Second Street) will remain closed through Fall 2025.

Midtown Crossing Project (Second Street work) – A multiphase project that will replace the water main from Greenwood Avenue to Franklin Avenue in preparation for the full reconstruction occurring next spring. Phase 2 – 4 occurs from October 21 – Spring 2025. Southbound lane closure with local access will occur in its entirety. Current road section work listed below. Second Street between NE Irving Avenue and NE Greeley Avenue.

Parkwood Court, Westview East and Newberry and Twin Lakes Sewer Project – the City of Bend Septic to Sewer Conversion Program will install public pressure and gravity sewer in these neighborhoods. Road closures will begin in June:

SE Westview Drive – road closed (local traffic only) between SE Admiral Way and SE Hill Ridge Road – June 16th through August 1st.

Twin Lakes Loop – road closed (local traffic only) from East Lake Drive to Newberry Drive – June 19th to June 27th.

Newberry Drive – road closed (local traffic only) from Twin Lakes Loop to East Lake Drive – June 19th to June 27th.

NW Harriman Street between NW Kearney Avenue and NW Greenwood Avenue for infrastructure work associated with the Deschutes County Courthouse, full road closure, began July 24, 2024.

Intersection of Deschutes Market Road and NE Yeoman Road for roundabout construction, full road closure with detour, April 14th – July 2025.

Work schedules are dependent on weather conditions and other factors. Always exercise increased caution within construction zones. Drivers should use designated detour routes. Nearby residential streets are for local traffic only.

North 22nd Street and Frederick intersection back open after signal upgrades

ST. JOSEPH, Mo. (News-Press NOW) — Commuters will see a heavily-traffic intersection now back open and fully operational after close to two months of work to repair traffic signals.

City of St. Joseph officials announced on social media that the intersection of North 22nd Street and Frederick Avenue is back open to traffic starting today.

The $350,000 project included replacement of the entire outdated signal system with new mast-arm poles, one of five major intersections throughout the city receiving an upgrade to its signal system.

BEND, Ore. (KTVZ) — The City of Bend has released an informational video helping residents navigate the safety improvements at Wall Street and Olney Avenue near downtown.

The new protected intersection is similar to the one installed at Wilson Avenue and Third Street. Many cities have adopted these types of safety improvements to reduce speeding and improve safety.

The intersection of NW Wall Street and NE Olney Avenue is now open to traffic from three directions. We’ve enjoyed witnessing the celebrations already! The adjacent Awbrey Butte Waterline Improvement Project on NW Portland Avenue project is also complete. The graphic below illustrates key features of the newly retrofit Olney and Wall intersection, highlighting innovative design elements that reduce collisions, improve visibility, and boost awareness and safety for all road users.

If the traffic light is red, cyclists should wait in the bike detection boxes for the signal to detect them. Cyclists can cross the intersection when the traffic light is green. Cyclists should cross in the same direction of travel as vehicles. Vehicles must yield to cyclists and pedestrians before turning right on green. To turn left, cyclists should make a two-stage left turn.

The corner island truck aprons are made to slow down traffic and increase visibility for cyclists and pedestrians. Cars should not drive over the top of the corner island truck aprons.

Cause of Death Revealed for 13-year-old Found in Ventura County

VENTURA COUNTY, Calif. – The Ventura County Medical Examiner has revealed 13-year-old Oscar Omar Hernandez died of ethanol poisoning, or alcohol poisoning. The death of 13-year-old has been deemed a homicide.

The young boy’s remains were found near McGrath State Beach in Oxnard back in April. His former soccer coach, Mario Edgardo Garcia-Aquino was charged with murder with special circumstances in the death of missing teenager.

Garcia-Aquino faces additional, unrelated felony charges for the sexual assaults of two separate minors: a 16-year-old who was coached by Garcia-Aquino, and allegedly sexually assaulted at his home in the Antelope Valley in February 2024 and a 2022 sexual assault of another minor at his former Sylmar residence.

Garcia-Aquino pleaded not guilty to the murder charge during his June court appearance. He has been ordered to remain in jail without bail until his next court appearance on Aug. 18th, Fox 11 Los Angeles reports.

Authorities believe there may be more victims of Garcia-Aquino in the San Fernando and Antelope Valleys. Additional victims or anyone with information is urged to contact either the LAPD Abused Child Unit at (818) 374-5415, or the LASD Special Victims Bureau at (877) 710-5273.

Passenger hurt in Highway 763 crash north of Columbia

COLUMBIA, Mo. (KMIZ)

A Monroe County woman was taken to University Hospital with serious injuries after a crash that closed a lane of a Boone County highway Friday.

The 39-year-old woman was riding in an SUV when a compact car tried to make a U-turn on Highway 763 near Prathersville Road. The SUV hit the car as the car tried to make the turn, according to a Missouri State Highway Patrol crash report.

The 69-year-old SUV driver had minor injuries and was taken by private vehicle to Moberly Regional Medical Center. The driver of the car that tried the U-turn refused medical attention, the report states.

The SUV passenger was not wearing a seat belt, the report states.

The crash led authorities to close the southbound lane of Highway 763.

Boone County emergency dispatchers sent an alert to the public at about 2:15 p.m. warning about a collision at Highway 763 and Wagon Trail Road, just north of Prathersville. A second alert about an hour later said the road was fully reopened.

Man arrested at central Columbia home, accused of robbery

COLUMBIA, Mo. (KMIZ)

Columbia police officers arrested a man suspected of robbery from a central Columbia home on Friday afternoon in the 200 block of Hickman Avenue.

CPD Deputy Chief Matt Stephens told ABC 17 News that a man was arrested at the home on suspicion of first-degree robbery. Stephens said that police followed him to the home this afternoon and were able to convince him to come out.

An officer at the scene told an ABC 17 News reporter that the robbery happened around 7:30 Friday morning. One person was hurt as a result of the robbery.

Police tape was put up following the arrest until officers could get a warrant to search the home. Our news crew saw police retrieve multiple bags of what officers later confirmed to be evidence.

Details about the man were not immediately available.

The house is on a portion of Hickman Avenue that is near the intersection with Woodlawn Avenue. A neighbor at the scene said several cruisers were on the scene before 2 p.m.

More People in the U.S. Diagnosed with ADHD than Ever Before

SANTA BARBARA, Calif. – Research data shows more people are being diagnosed with attention-deficit/hyperactivity disorder (ADHD) in the United States than ever before. While ADHD is often associated with impulsivity and learning issues, ADHD can manifest as other symptoms, such as emotional hypersensitivity and also task paralysis. 

Psychologist Dr. Corina Weir spoke with your News Channel to break the stigma around the rapidly increasing diagnoses. Stating ADHD difficulties and symptoms can look completely different from person to person.

However, a common symptom of ADHD is the inability to sustain focus on task or assignments. This inability to focus can trigger emotional reactions, such as anxiety and mood swings.

ADHD does have overlapping symtoms with other mood disorders, meaning some patients are often misdiagnosed for other neurodivergent behaviors.

“There are many symptoms that overlap between ADHD and other mental health conditions and diagnoses, but it is different with obsessive compulsive disorders that are compulsive behaviors, that are more anxious intrusive thoughts that can be very negative type thoughts,” Dr. Weir says. “ADHD can present and it can manifest as difficulties with sustained attention, distractibility, impulsivity and or hyper productivity dependent upon the individual.”

A study done in the Journal of Clinical Child & Adolescent Psychology says 1 in 9 U.S. children have been diagnosed with ADHD, and 30% had reportedly never received any ADHD-specific treatment.

“Symptoms can mimic so many other diagnoses. For example, anxiety, autism spectrum conditions, even physical health conditions can mimic some of the symptoms of ADHD. And what makes it even more complex is that ADHD can often coexist with other conditions as well, so it really highlights the need for individuals to get a thorough assessment, which includes objective objective testing.”

Gender also plays a key difference in the way ADHD is outwardly displayed. ADHD is more common in males than females, and the disorder can be harder to diagnose in women.

“Many people with ADHD may have very intense emotional reactions, they may rapidly change their mood or they may seem to others as very irritable or sensitive to rejection… However, women tend to typically internalize symptoms a lot more as well, which can make things even more complicated.”
