Palm Springs officials, students to meet sister city counterparts in Mexico

PALM SPRINGS, Calif. (KESQ) – Several Palm Springs city officials, hospitality leaders and half a dozen College of the Desert culinary students will travel to San Miguel de Allende in Mexico next month to strengthen relations with its sister city, participate in their food and wine festival and provide students the opportunity to train under Mexico’s chefs.   

“Opportunities like this strengthen our strategic partnerships and help showcase Palm Springs as a leader in innovative hospitality and global exchange,” Councilman Jeffrey Bernstein said in a statement.

The trip will take place June 26-30, and the “San Miguel y sus Sabores” festival will run from June 27-29.  

The College of the Desert Foundation will cover expenses for the six students while they learn and train at the Universidad Tecnologica de San Miguel de Allende. Organizers said students will receive college credit for their work.

“The participating students will gain the skills, experience and global perspectives necessary to succeed in an ever-changing industry,” Palm Springs Sister Cites Board of Directors President Gary Armstrong said in a statement. “This real-world experience will provide the students with practical industry skills and impart cultural competence, adaptability and professional networking opportunities, qualities essential in today’s global job market.”

Participating city officials will include Mayor Ron deHarte, Councilwoman Grace Garner, Councilman Jeffrey Bernstein and City Manager Scott Stiles. Board members will include Hugo Loyola, David Rios, Jim Fitzpatrick and Richard Horn.

Funds for travel and lodging will come from their own expenses, but a room will be covered for deHarte, according to organizers.   

Throughout their trip, city officials will meet with San Miguel city officials, participate in workshops, explore the city and tour the culinary school.

In February 2023, the Palm Springs established the sister city with San Miguel de Allende in Guanajuato, in which mayors of both cities signed the Sister Cities International Agreement.

Palm Springs City Council give update on fertility center bombing recovery efforts

PALM SPRINGS, Calif. (KESQ)  – A city still healing.

Palm Springs City Councilmembers voted Wednesday night on new recovery measures aimed at helping businesses impacted by the devastating terror attack earlier this month.

Councilmembers approved Consent Item Q, which establishes a disaster overlay zone around the hardest-hit buildings.

It will provide reduced permit fees and expedited reviews for property owners seeking to repair or reconstruct damaged buildings.

Officials said more than 40 properties sustained damage, with at least 8 buildings deemed unsafe to occupy.

Palm Springs city leaders, police and fire officials also shared a public update on the recovery effort.

Mike Villegas, a Lieutenant at the Palm Springs Police Department, said FBI officials returned to the explosion site to collect further evidence on Wednesday.

“We are meticulously sifting through evidence to determine what products were used in the explosion,” Villegas said.

An economic development spokesperson said the team assisted the American Reproductive Centers owner in finding a temporary location with 8 months of free rent provided by Grit Development for safe storage of non-biological materials.

Jeremy Hammond, Deputy City Manager, said reconstruction is expected to take 6 months.

Box office blowout: Memorial Day weekend moviegoing sets new records

LA QUINTA, Calif. (KESQ) The Memorial Day holiday delivered more than just burgers and backyard fun it brought a historic boom to the box office.

Cinemark Theatres reported its biggest Memorial Day weekend of all time, driven by the premieres of Lilo & Stitch and Mission: Impossible – The Final Reckoning. The company says it ranked among its top ten highest-grossing weekends ever.

The surge in ticket sales was matched by an explosion in concession revenue. Cinemark also broke internal records for food and beverage purchases, including its premium XD and D-BOX motion seat formats.

“What is seeing a movie on the big screen without a Coke and a warm, buttery popcorn?” Caitlin Piper, Communications Director for Cinemark explained.

And Mission Impossible may feel extra familiar locally. Some scenes in the franchise were reportedly filmed in the Palm Springs area in a previous installment in the film franchise.

From the valley to venues nationwide, the weekend marked a strong rebound for theatrical releases and a reminder that the big screen still packs a punch.

Road Closures Expected Ahead of Santa Maria Elks Rodeo Parade

Below is a press release from the City of Santa Maria regarding road closures in the area due to The 82nd annual Santa Maria Elks Rodeo Parade on Saturday, May 31st.

The 82nd annual Santa Maria Elks Rodeo Parade on Saturday, May 31st along Broadway (Highway 135) brings a road closure and parking restrictions.

The Broadway closure will begin between 8:00 to 8:30 a.m. from Mill Street to Enos Drive. After 7:30 a.m. no parking is allowed on the parade route on Broadway between Fesler Street and Enos Drive. All cars parked in that zone after 7:30 a.m. will be towed at owner’s expense. Broadway will re-open shortly after the conclusion of the parade, which is estimated to be about 12:00 p.m. (noon).

Parade entries must be in place by 8:00 a.m. The parade begins at 10:00 a.m. at Broadway and Mill Street and heads south. It features marching bands, youth floats, equestrian groups, local dignitaries, and antique vehicles.

Battles and Fesler roads will be open to cross Broadway. In an extreme emergency Main Street, Cook Street, and Stowell Road will have law enforcement officers present to assist emergency traffic across Broadway.

For parade spectators coming entering Santa Maria from Highway 101, they are advised to exit the freeway at the Stowell Road exit, if they wish to view from the Stowell shopping center area and vicinity. If they want to view the parade north of City Hall, visitors should exit on Main Street.

Two Victims Assaulted in Isla Vista Armed Robbery

ISLA VISTA, Calif. – A ‘Timely Warning,’ sent out by the UC Santa Barbara Police Department (UCPD) early this morning, alerted students and community members of an armed robbery that happened at an Isla Vista park on Tuesday, May 27th.

According to UCPD, two victims were approached by three to four Hispanic males wearing masks at approximately 6:44pm at Tierra De Fortuna Park in Isla Vista. The suspects demanded their property on their person.

One suspect lifted his sweatshirt to reveal a black handgun tucked in his waistband. Another suspect raised a knife and told the victims that he would “kill them.”

When the victims attempted to flee, they were assaulted by the suspects.

UCPD says property was stolen from both victims, but they were ultimately able to flee the scene and report the robbery and assault.

Raquel Zick from the Santa Barbara County Sheriff Office said the two victims fled to the nearby Home Depot after the incident. When officers arrived, they spoke with two teen-aged juvenile male victims who reported they had just fled to Home Depot after being robbed.

The ages of the suspects are unknown. They are described as Hispanic males, wearing black hooded sweatshirts and black “dickies” style pants – including the one who displayed the firearm. The suspect with the the knife was described as wearing a grey hooded sweatshirt and black “dickies” style pants.

The area was checked for the suspects, but officers found nothing. The victims did not request medical assistance at the scene.

3 arrested after refusing to leave site of Lake-area bar brawl

Three people were arrested and charged with misdemeanors after refusing to leave an establishment after a bar fight in Morgan County on Sunday.

Nicole Patricia Kusgen, 50, of Jefferson City, was charged with first-degree trespassing, resisting arrest and disturbing the peace. She posted a $10,000 bond and was release from the Morgan County Jail at 8:30 p.m. Monday.

Katina Kay Arnold, 48, of Plattsburg was charged with first-degree trespassing and disturbing the peace; William Arnold, 51, also of Plattsburg, was charged with resisting arrest, first-degree trespassing and disturbing the peace. They were both released from the Morgan County Jail at 8:30 p.m. after posting $5,000 bonds.

The probable cause statement says that deputies were called on Sunday night to Jolly Rogers in Rocky Mount for “an active fight in progress with a large amount of people.”

A group of people rode away on a boat before law enforcement arrived and staff had locked themselves in a kitchen, the statement says. Court documents say Kusgen was involved in the fight and the group that was still at the bar started the brawl.

The owner of the bar walked over to the group with law enforcement and told them to leave and that they were being trespassed, court documents say. Kusgen allegedly yelled “please do it” and told the deputy to arrest her, the statement says.

Kusgen then allegedly put her hands out as if she was getting handcuffed and asked why she was being arrested, though deputies had not brought out handcuffs yet or say she was under arrest, the statement says. She was asked to leave again and refused, the statement says. She was then told be law enforcement that she would be arrested if she didn’t leave and she told them to arrest her, the statement says.

Katina Arnold was also arrested after refusing to leave and her husband, William Arnold, allegedly said “I’m going with her,” the statement says. William Arnold allegedly pushed a law enforcement officer before being detained, the statement says.

Arraignments for all three people are scheduled for 9 a.m. Tuesday.

Ventura High locks down after student reports seeing a potential gun

VENTURA, Calif – Ventura High School locked down after a student reported that they saw the outline of a potential gun in another student’s waistband.

Ventura Police Department say the suspected student was detained.

After an extensive search with K9 units, the police say they found no weapon.

Police lifted the lockdown about 2:30 p.m. Wednesday afternoon and classes resumed.

The Ventura Unified School District shared that the incident has has an emotional impact on students, staff, and parents and it has made counseling available for those impacted by Wednesday’s lockdown.

This is the second time a lockdown has happened at the school this month.

The previous lockdown occurred after a hoax bomb and shooting threat was made to the school by two students earlier in May.

One killed in cabin fire north of Jackson

JACKSON, Wyo. (KIFI) – A person was found dead inside a cabin that caught fire overnight north of Jackson. 

According to Jackson Hole Fire/EMS, the fire was reported on Sagebrush Drive shortly after 2 a.m. Wednesday. 

When they found out someone was inside, they attempted to enter the cabin, but the heavy fire and smoke prevented them from doing so. 

After getting the fire under control, they found the person inside.

“First responders worked valiantly to save a life with the reports that the cabin was occupied. We are

thankful there were no additional injuries and grieve the loss with the family and community,” said Deputy Chief of Operations Brian Coe.

The name of the victim has not been released.

Firefighters and the sheriff’s office are now investigating to determine what happened.

Beaumont man charged with murdering baby

BANNING, Calif. (KESQ) – A 40-year-old man accused of inflicting deadly injuries on an infant he was babysitting in San Jacinto was charged today with first-degree murder and other offenses.

Alejandro Cuevas of Beaumont was arrested last week following a months-long Riverside County Sheriff’s Department investigation into the death of the baby girl. 

Along with murder, Cuevas was charged with assault on a child resulting in great bodily injury or death.

The defendant, who is being held in lieu of $1 million bail at the Smith Correctional Facility, was slated to make his initial court appearance Wednesday afternoon at the Banning Justice Center.

According to sheriff’s Sgt. Jarred Bishop, the alleged deadly assault occurred on the morning of Aug. 23, 2024, at a residence in the 2000 block of Whispering Bells Road, near Kirby Street.

Bishop said patrol deputies were sent to the location, along with paramedics, to investigate reports of a 4-month-old girl in respiratory distress.

The sergeant said the deputies initiated resuscitative measures until an ambulance took her to a regional trauma center, where she was placed in the pediatric intensive care unit.

“Over the next several days, the child’s condition continued to deteriorate,” he said.

The baby died on Aug. 29, 2024.   

Due to visible injuries on the infant, as well as other factors, the matter was turned over to the Central Homicide Unit, according to Bishop.   

“After extensive investigation … it was determined the juvenile died as a result of homicidal violence,” the sheriff’s spokesman said, without elaborating further.

Detectives ultimately fixed blame for the alleged attack on Cuevas, whom Bishop described as “an associate of the victim’s family.”

The defendant was taken into custody without incident at his residence on Price Street Friday.

He has no documented prior felony convictions in Riverside County.
