Inside look at affordable housing services in Palm Springs and Coachella

Athena Jreij

PALM SPRINGS, Calif. (KESQ) — Low-income families and seniors have a new place to call home at the Monarch Apartments in Palm Springs.

According to developers, Community Housing Opportunities Corporation or CHOC, Monarch is the first affordable living community to come to Palm Springs in 14 years.

For Ray Harkleroad, the new housing has given him a chance to live out his retirement off the streets.

“You don’t have to deal with the pain of waking up everyday and wondering what’s going to go on for the next day. That’s stability. That’s what we all desire. And it’s not easy to achieve. I’ve certainly had it before. I’ve had a wonderful career. I’ve owned two homes. Things change,” Harkleroad said.

For the last decade, he’s struggle to find secure housing after his apartment in Desert Hot Springs was sold by the property owner and he subsequently found himself priced out of the area.

“It’s the fickle finger of fate, you know could really be a problem to deal with. We were to about $750 after a period of time, which was easily affordable with what I had come in with a little bit of budgeting, of course, but when I came back out it was $1,500,” he said.

For him and many others, CHOC housing has been a saving grace.

The community also offers wrap-around services for those in need, with afterschool programs, financial literacy courses, a computer lab and wellness programs available.

“Our goal is to have a multi-generational approach. So whatever message we’re sending to the youth, the parents and the seniors, it’s the same across the board,” Juan Pulido, the Director of Resident Services said.

CHOC says residents who make between 30-60% of their median area income can qualify for the housing.

They’re hoping to keep those living paycheck to paycheck off the streets and break the stigma of affordable housing while doing it.

For Harkleroad, it’s given him back a sense of normalcy.

“I go to doctor’s appointments, spend time with friends and keep active. It’s normal.”

Placita Dolores Huerta in Coachella is also maintained by CHOC. Both housing communities are currently full and have waitlists.

Long-awaited Maple Leaf Skatepark opens to huge fanfare in St. Joseph

Cameron Montemayor

ST. JOSEPH, Mo. (News-Press NOW) — Riders are wasting no time putting St. Joseph’s new state-of-the-art skatepark to the test.

Developers with skatepark specialist Spohn Ranch have all but finished construction of the $450,000 Maple Leaf Skatepark, located at 1942 Mapleleaf Boulevard, with some of the first skateboarders and bike riders already taking to the much-anticipated facility in the last week.

“I was pretty excited. I had fun riding it for the first time,” local resident and avid skateboarder Travis Chapman said. “We never really had a park like this.”

Growing up, Chapman says he would often make do in various spots across Downtown, now he’s relishing the chance to teach his kids on St. Joseph’s first true skatepark, a long-awaited upgrade from current and smaller skatepark features located at Bode Sports Complex and Hyde Park.

“It’s pretty cool that the kids have something better to ride than we had,” he said. “For us all to come to one spot, it’s pretty cool .. teaching each other new tricks that we wouldn’t have learned by ourself.”

From young kids and teenagers to adults, Maple Leaf Skatepark has seen riders of all ages honing their skills and testing out a variety of tricks amid a week of beautiful weather.

22-year-old skateboarder Jonathan Lara hasn’t missed a day since the park opened.

“I was pretty hyped,” he said. “Seeing how smooth it is and how it flows … you can really learn some new things.”

The park sports a modern concrete layout with terrain that accommodates all skill levels and riding styles. It features a below-grade bowl, a mini half-pipe section and several street elements including rails, ledges and pads.

St. Joseph parks officials told News-Press NOW an official ribbon cutting ceremony will be held at a later date, potentially in May, once some of the last secondary construction items are complete, including replanting grass around the park.

Recent Lafayette High School graduate Garrick Lake had been closely watching the park’s construction over the last few months and jumped at the chance when he saw it was open.

“Honestly at first I kind of thought it was just going to be another little, weak track. But it turned out really well … way better than I expected.” Lake said. ” … Now we don’t have to go to Kansas City for something nice.”

The park was designed and developed over several years with a considerable amount of public engagement with the local skateboarding community.

Funding for the project comes from the 2019 Capital Improvements sales tax. Maple Leaf Skatepark also includes spectator seating, a quarter-pipe ramp in the southwest corner and a pathway connecting the sidewalk to the new park for ADA access.

If the crowds of people already gathering each afternoon are any indication of the community’s excitement for the facility, participation isn’t likely to slow down anytime soon.

Financial planner encourages patience as ‘volatile’ markets affect 401(k) plans

Chris Fortune

ST. JOSEPH, Mo. (News-Press NOW) — Stock markets enjoyed another good day, rising over two percent Wednesday morning on the heels of a volatile month affecting 401(k) plans.

A wealth advisor with Gertsema Wealth Advisors said, paying attention to a 401(k) balance is important, but it may not be beneficial to react immediately to the latest developments during volatile times in the stock market.

“Money is emotional, you’ve worked hard for it, you put it into that account, you’re expecting it to grow,” CEO Nick Gertsema said. “But part of the natural market cycle is its ups and downs.”

The latest rise in the S&P comes after President Donald Trump said he had no intention of firing Federal Reserve Chair, Jerome Powell, following recent criticisms for not cutting interest rates.

Interest rates also influence 401(k) plans. Gertsema said as interest rates go up bond values typically go down and when interest rates go down, bond values tend to go up.

“That’s why it’s important to have a diversified portfolio of both stocks and bonds,†he said. “That moves with what your risk appetite is as you get closer to retirement.†

Gertsema said when you have a 401(k), it’s in the market in one form or another, through investments like stocks or bonds.

“The S&P 500 has been volatile, but volatility is the price you pay for the long-term returns,†he said.

Gertsema recommends paying attention to long-term changes in 401(k) plans versus day-to-day changes if the funds will not be touched for more than five years.

“If you are within five years from retirement or even right about in that window, it’s time to put together a plan so that when one of these events happens, because they do happen, volatility happens—it’s natural, it’s normal—your plan is insulated from that so you don’t have to change your plan based on what the markets do,†he said.

REXBURG, Idaho (KIFI)—As of Wednesday morning, Parts of Rexburg remain under a boil order after a waterline on 2nd E ruptured over the weekend.

Crews worked overnight to restore water pressure and place a temporary fix on Tuesday. However, according to the City of Rexburg, a larger issue was discovered while attempting to fix the line. This issue created the need for an urgent repair, says the city.

“Due to the loss of pressure, a boil order advisory was placed in effect for those who have lost pressure,” writes the public works department. “Please note that the advisory can not be lifted until such time that water pressure returns, has been tested, and adequately determined to be safe. See the Boil Order Below for more information.”

Local News 8 will update this story as the boil order is lifted or changes occur.

The boil order is currently affecting the area between Fairview Avenue and South Millhollow Road.

Public Works Crews are requesting that residents continue to limit water use to prevent further contamination and flow of water in the system.

Cole County mom, son charged after police respond after hearing gunshots

Madison Stuerman

JEFFERSON CITY, Mo. (KMIZ)

A mother and son are charged after police responded to a home after neighbors reported hearing gunshots on Tuesday night.

28-year-old David Rice Jr. is charged with two counts of possession of a controlled substance, along with child endangerment, unlawful use of a weapon and armed criminal action.

48-year-old Melissa Washia is charged with drug possession, unlawful possession of drug paraphernalia and child endangerment.

According to court documents, police were called to a home on Buena Vista Street on Tuesday morning for reports of gunshots.

Police said Washia told them she was smoking meth with her adult son, Rice, when they had an arguement. She then allegedly said that while in a separate room, she heard Rice fire a gun three times.

Rice then allegedly was seen running from his bedroom out of the house before returning a few minutes later, but then left again.

Police reported finding suspected meth and paraphernalia inside the home on a closet shelf. In Rice’s bedroom, police said they also found a bag with cocaine, three 9mm spent casings and a box of 9mm live ammunition rounds.

An officer also found three bullet holes in the door of Rice’s bedroom, according to court documents.

A 16-year-old was reported to be in the house that night and at the time of the shooting, according to police.

Jefferson City Police Department sent out an alert over email saying they were looking for a person with a gun in the area of Rumsey Lane and S. Country Club at 9:07 a.m. on Tuesday. It was quickly followed by a follow-up email saying the person was in custody.

Court documents state video showed Rice driving away from the house in a white vehicle with a black driver’s side door. It was found abandoned around 8:11 a.m. Tuesday in the 2800 block of South Country Club Drive.

Rice was arrested by Jefferson City police at 9:06 a.m. in the 2200 block of Rumsey Lane.

He allegedly told police after being arrested he moved in with his mom two days before and admitted to smoking meth during the night.

Police said Rice is a convicted felon, which means he is not allowed to have a gun. Washia was on probation for separate charges.

Both are being held at the Cole County jail without bond.
